Summary This position is located in the National Weather Service (NWS), Eastern Region (ER), with one vacancy in Bohemia, New York. Responsibilities The working title for this position is Administration Management Program Chief. As an Administration Management Program Chief, you will perform the following duties: Serve as a supervisor planning and distributing work, setting and adjusting short- and long-term priorities, improving production and increasing quality of work, developing performance standards, providing feedback and evaluating performance, providing or arranging for training; formulating, defending and monitoring execution of budgets for the Region; Oversee the development and execution of contracts management and grants/coop agreement administration. Oversee and direct all administrative programs relating to workforce (e.g., personnel actions, personnel security, EEO, diversity, performance, discipline and recognition programs). Monitor and analyze program costs to evaluate adequacy of currently allocated funding and budget estimates and to develop recommendations for timely alternative actions. Advise the Regional Director on administrative and executive matters. Develop comprehensive decision-making and program status information for major regional and national program reviews and meetings with senior management officials. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following: Performing administrative programs such as: financial management, procurement and acquisition, employee relations, personnel security and property management; Contributing to the development of short- and long- range plans to meet the goals of an organization; and Managing and tracking an organizations assets and equipment. Education Additional Information Well-qualified for CTAP and ICTAP eligibility includes those candidates who have been determined to exceed minimum qualifications for the position by attaining at least a rating of 85, but otherwise may or may not be among the highly or best-qualified candidates.
