Summary This position functions as Administrative Officer (AO) for the VISN 22 Consolidated Human Resources (HR) - Tucson VA Strategic Business Unit (SBU), located in the Tucson, Arizona and is responsible for the coordination and monitoring of all VISN 22 Consolidated HR SBU administrative programs. The AO applies analytical and evaluative skills; along with, specialized principles and practices of management to advise, collaborate, and carry out assigned responsibilities of the position. Responsibilities The Administrative Officer (AO) will be assigned to the Tucson VA Medical Center - HR Strategic Business Unit (SBU) - VISN 22 Human Resources Management, located in Tucson, Arizona and will be working directly under the Senior Strategic Business Partner (SSBP). Major duties include, but are not limited to the following: Participate in the planning for budgeting needs and financial management for VISN 22 HR Consolidation SBU. Provides oversight of all Purchase Card holder activities to maintain compliance with related policies. Oversees and facilitates the administrative management for the VISN 22 Consolidated HR SBU. Designs and implements policies, and procedures to manage administrative and Personnel related functions. Maintaining all current documents necessary to meet the requirements of external reviews for the VA. Establishes internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process. Perform quality management activities, which are designed to improve quality of transaction procession, customer service activities or other procedures. Oversees the management of time and attendance. Establishes a tracking system for VISN 22 HR Consolidation SBU Medical Center Memorandums. Reviews, interprets and provides recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all Activity operations. Provides professional and clerical advice, support and assistance to all customers with a view to accomplish the mission of VISN 22 HR Consolidation SSBP and the Medical Center. Aid in the management of procurement for VISN 22 HR Consolidation SBU. Analyzes HR work processes and products to determine methods for evaluating customer satisfaction; designs surveys, questionnaires, or other products for obtaining customer feedback from supervisors, employees, and the general public who come in contact with HR staff. Work Schedule: Monday to Friday, 8:00 a.m. to 4:30 p.m. MST (Hours may vary depending on Service Line's Needs) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management and organizational techniques used to plan and perform analyses of issues or problems of procedural or factual nature. Knowledge of budget formulation principles, practices and methods. Knowledge of contracting, procurement, clinical and administrative oversight processes. Knowledge of administrative, management, and financial analysis techniques. Analyzing and resolving problems of a procedural or factual nature. Knowledge of data collection and record maintenance processes. Skill in preparing project papers, custom and standing reports. Ability to communicate effectively, both orally and in writing.. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. You must have an combination of specialized experience and education beyond You must possess equivalent combinations of successfully completed graduate level education (in excess of one full year of graduate level education) and specialized experience to meet the total experience requirements. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in nature.
