Summary The primary purpose of the position is to apply complex knowledge and understanding of policies and procedures, performance standards and competencies, budgetary guidelines, effectiveness, and efficiency of program operations within the scope of a clinical service. The incumbent serves as the Administrative Officer for Nursing Mental Health Service at VA Palo Alto Health Care System. Responsibilities The major duties and responsibilities include, but are not limited to: Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning, program management and evaluation. Collaborates closely with other nursing services, clinical services, executive leadership, and support services. Serves as a Process Improvement expert and resource to the service and Health Care System to improve operations and facility resource stewardship. Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action. Serves as the Contracting Officer Representative for the Service Conducts and directs special studies and analyses of complex problems in relation to staffing requirements, space, equipment utilization, organizational alignment, and other areas of concern both within the service and Health Care System wide. Formulates policies and operating procedures, ensuring compliance with VA regulations, statutes and the standards and requirements of various internal and external review bodies. Analyzes and evaluates the effectiveness of existing programs in meeting established program goals and objectives. Monitors expenditures and proposes reallocation of funds based on shifting program needs. Manages service and equipment related contracts. Identifies need for and recommends major equipment acquisition and replacement. Maintains a constant surveillance of service compliance with standards of the Joint Commission on Accreditation and Healthcare Organizations and other accrediting and regulatory agencies. Ensures compliance with all applicable accrediting organizational standards. Develops procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
