Summary This Administrative Officer position is located in the Geriatrics and Extended Care (GEC) Service Line of the VA Western New York Health Care System in Buffalo, New York. The incumbent will provide a variety of services in such areas as budget, planning, program administration, and training. Responsibilities The incumbent will serve as the Administrative Officer for the Geriatric VA Careline (GEC). GEC consists of the four Community Living Centers, (CLC's), the Adult Day Health Care (ADHC) program, Home Based Primary Care at four sites (HBPC), the Contract Nursing Home program (CNH), the Community Referral Program, Homemaker/ Health Program (H/HHA) and the Home Infusion Program. The incumbent performs administrative duties for the GEC Care including: personnel management/administration, procurements and contracting, property management and supply management. Incumbent is responsible for strategic planning and program development. He/she is also the Resource Manager for the GEC Careline. The incumbent reports directly to the GEC Careline Manager, is responsible for all GEC Administrative Officer duties at both the Buffalo and Batavia sites, and alternates working at both sites. Duties and Responsibilities Include but are not limited to: Administrative and Personnel Management: Principal advisor to managers on all administrative matters associated with programs and operations in the GEC Careline Advises and recommends possible courses of action pertaining to administrative issues that arise Performs activities related to new and/or change requirements including strategic and operation planning, resource administration, human resources and reports management Coordinates personnel actions and maintains personnel related records such as performance ratings, position descriptions, awards, etc. Provides support to staff regarding recruitment, promotions, awards, performance evaluation, training, disciplinary actions, etc. Ensures adherence to reporting requirements at all levels Develops status reports or response materials for managers and higher-level attention, review or signature Budgeting and Financial Management: Provides budget formulation and execution of the GEC Careline Prepares a variety of budget analyses and maintains budget records Provides budget management of major clinical programs that are subject to continuous change and evolution Performs budget formulation, presentation and execution for the careline Maintains awareness of and information about overall status of financial resources in order to react to changing situations with timely recommendations Negotiates adjustments in support of major program changes or requirements Contracting and Resource Allocation: Participates in procurement and contracting for complex procurements within the careline, such as scarce medical services and locum tenens Establishes and oversees procedures for the receipt, review, and follow-up on requests for purchases from federal and special funds Drafts and reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements Provides advice to management and staff on contracting and procurement policies and issues Works with Acquisition and Material Management and Contracting on procuring emergency needs Management and Program Analysis: Provides direct support on analyzing, evaluating, advising and coordinating health care delivery systems and operations Compiles and maintains statistics, performs data analysis and prepares statistical reports for areas such as cost benefit analyses, workload, patient care referral program, resource utilization, work schedules, etc. Conducts program studies to evaluate the cost effectiveness of operations, compliance with agency standards and the quality of patient care rendered Initiates quality improvement activities and coordinates their implementation Work Schedule: Administrative Day Tour (7:30 am - 4:00 pm) Virtual: This is not a virtual position. You may qualify based on your experience and/or education as described below: To qualify for the GS-12 Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience is experience where you were responsible for providing a variety of management services essential to the direction and operation of a clinical program to include budget/fiscal management; human resources/personnel management; analyzing and evaluating data to ensure the efficiency and effectiveness of a clinical program; ensuring staff are kept updated on regulatory changes through informal/formal training; and knowledge of procurement and contracting administrative functions.
