Summary This position serves as the Administrative Officer for the Police Service within the White River Junction VA Health Care System. Responsibilities Personnel Administration and Management Leads in administering programs concerning equal opportunity, merit promotion, employee/labor-management relations and position management Space management Approving supply orders and resource management Budgeting/Financial Management Maintains awareness of available resources and makes recommendations regarding needs and distribution Gathering and analyzing budget needs Maintains internal controls for fiscal management Assembles and compiles budget information Procurement/Contracting Manages procurement and contracting for the service Prepares procurement requests and evaluates proposals for work Initiates and prepares contracts Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2025. Basic Requirements: Citizenship. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Grade Determinations: The following criteria must be used when determining the appropriate grade assignment of candidates: You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience and/or Education: One year of specialized experience equivalent to at least the next lower grade (GS 5) level in the normal line of progression for this occupation. Examples of specialized experience would typically include, but are not limited to: This is a developmental position. Serves in a staff position as a Secretary or Administrative Assistant. The purpose of the position is to perform administrative functions that include budget and finance, office support services, document control, logistics, and a variety of related administrative matters. Incumbent performs developmental assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. Incumbent will be exposed to VHA specific processes, training on human resources recruitment procedures and performance plans, administrative responsibilities of the service, etc. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a 1 full year of graduate level education leading to such a degree in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR Superior academic achievement OR Applicants may also combine Education and Experience to qualify at this level. GS-9 Specialized Experience and/or Education: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations. OR Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond I have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
