Summary You will serve as a ADMINISTRATIVE/PROFESSIONAL in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point at the GS-12 Step 10 equivalent. Responsibilities You will develop practical and supported recommendations to implement corrective action for equal employment opportunity (EEO) issues. You will establish and maintain a viable Alternative Dispute Resolution (ADR) Program to include convening mediations. You will develop, conduct formal training, and promote education and awareness to managers, supervisors, employees in the EEO Complaints and ADR programs. You will act as the primary contact for accommodation requests, and serve as a resource to employees, managers, and supervisors regarding all matters pertaining to Reasonable Accommodations (RA). You will counsel employees during the informal stage of discrimination complaints, gathering and analyzing information relevant to the acceptability of the complaint. You will provide support to both the employee's allegations and management's position concerning the allegations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 to GS-11 grade level or NT-2 pay band grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Administering an equal employment opportunity complaints program, to include counseling, investigation and adjudication of individual and class complaints of discrimination; 2) Processing individual and class complaints of discrimination and charges of reprisal and harassment; 3) Providing advice and guidance on Reasonable Accommodation (RA) requests; and 4) Providing advice and guidance on an Alternative Dispute Resolution (ADR) program.
