The Department also serves to protect lives and property, with primary emphasis on law enforcement, through crime and accident investigation and arrangement for provision of emergency services. This position supports the mission of both the Orleans Levee District and the East Jefferson Levee District Police departments; it serves as the confidential executive assistant to the Appointing Authority (Police Superintendent). The incumbent performs a variety of highly responsible and complex administrative and supervisory duties that are delegated by the Appointing Authority to relieve their administrative burden. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Examples of Work 50% --Administrative • Draft and execute all general orders and directives issued by the Police Superintendent • Draft and generate department memos to include responses to outside agencies, on behalf of Police Superintendent • Prepare for Superintendent’s review, statutorily required and elective CEA's/MOU's • Act as the Police Department liaison to outside law enforcement/government agencies • Collect up-to-date laws, city ordinances and police best practices to assist the Police Superintendent to develop, plan and evaluate, on an ongoing basis, Department Policies for better efficiency in department operations • Receive and disburse incoming mail, phone calls and messages to the department • Work with HR Department to: + Identify budgeted vacancies + Review and update job descriptions, as needed + Review and consult on pay data provided by HR for classified law enforcement positions • Manage Police Department compliance for Civil Service Continuous Performance Management in accordance with the agency policy and timelines • Prepare materials needed for meetings, such as agendas, handouts, binders, etc. • Collect and compile crime data from the New Orleans Police Department MAXX report to distribute to department members so that they may better identify specific crime trends within their designated patrol areas • Regularly conduct audits of department central records/incident reports • Collect and prepare police related reports/documents for the legal department when required for public records requests 25% -Strategic Planning • Develop and manage the Police Department’s strategic planning process and monitor progress towards defined goals • Perform complex administrative work and analysis to support the coordination, planning and review of both the Orleans Levee District and East Jefferson Levee District Police Department budget operational activities • Work with the IT Department and the Police Superintendent to build out CAD/RMS program to include NIBRS compliance; and all calls for service, signals, structure names/locations, addresses, etc. • Works with the Procurement Supervisor for the procurement of new equipment, technology and training for the Police Departments • Oversee the monthly crime reporting for the Police Departments 20% -Compliance • Conduct specific Police departmental onboarding, training and manage compliance for third party software platforms • Perform tasks associated with the Police department for the agency's FEMA reimbursement process • Maintain and update police department files • Coordinate with Mechanic Supervisor to ensure Police department’s schedule for preventative maintenance complies with agency policy • Coordinate deployment of emergency and technology equipment and assets • Coordinate with the Procurement Supervisor on the purchase of specialized tools, equipment and equipment (i.e. simunition, ammunition, officer safety equipment, dynamic entry tools, less-lethal hardware, etc.) • Manage and act as the department's property custodian: + Maintain listing of badge, vehicle and radio assignments for police personnel + Distribute, monitor, keep inventory of uniform vouchers issued + Ensure the police department is properly stocked on supplies needed for daily usage: + Paper materials, office supplies, water, coffee, janitorial supplies + Create requisitions for supplies when needed, completing the proper steps with the finance department • Prepare both Orleans Levee District and East Jefferson Levee District Police department operational and administrative reports for Superintendent of Police’s review • Prepare monthly Police Department reports for Board presentation • Attend neighborhood association meetings, Board meetings and departmental meetings to develop and recommend best practices for crime prevention and public safety accountability • Identify applicable law enforcement eligible grants 5%--Other Duties as Assigned • Provides other support and assistance to the Police Superintendent as required During emergency events (hurricanes, high water events, etc.) incumbents may be required to report for, and remain on duty for the duration of the event or until released by the appropriate authority.
