Summary About the Position: This position is with the U.S. Army Corps of Engineers, St. Paul District, Mississippi River Navigation Project Office located in Fountain City, Wisconsin. The position provides administrative and clerical support in the areas of financial management, travel, VISA account records, and personnel actions subject to different sets of rules and regulations. Responsibilities Provides administrative and clerical support for the Mississippi River Navigation Project Office in the areas of financial management, travel, VISA account records, and personnel actions subject to different sets of rules and regulations. Responds to routine mail. Disseminates, collects, and coordinates information via telephone, fax, and email with remote offices and the District Office. Prepares and produces other correspondence, forms, and reports. Manages VISA account records for employees within the Project Office. This includes collecting necessary receipts, keeping a purchase log, and conducting and preparing monthly reconciliation reports. Oversees the performance appraisal and incentive awards programs for the Project. Prepares all personnel action requests and other documents as requested by the Supervisor to initiate hiring, reclassification and disciplinary action for the Project Office and Field Sites. Prepares requests on own initiative when needed to extend appointments, document LWOP, terminations, etc. Monitors suspense reports to assure timely submission of personnel action requests. Serves as primary timekeeper. Prepares regular and recurring travel orders for Project staff and supports the Field Sites as needed. Reviews travel vouchers submitted by project staff to determine conformance with regulations and assists with Field Sites as necessary. Experience required: One year of specialized experience which includes meeting TWO OF THE FOUR FOLLOWING: 1) Operate a financial management system for tracking time and attendance; 2) assist with travel orders; 3) prepare and edit complex documents and/or reports; and 4) utilize automated software, such as Microsoft Excel, Microsoft Word, or Microsoft Power Point to prepare correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors. You will be evaluated on the basis of your level of competency in the following areas: Clerical Customer Service Manages and Organizes Information Technical Competence Writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
