ADMINISTRATIVE SUPPORT SPECIALIST
Summary You will serve as a ADMINISTRATIVE SUPPORT SPECIALIST in the Military Sealift Command (MSC), Total Force Management (N1), Business Management (N13B) of MILITARY SEALIFT COMMAND. Responsibilities You will serve as the N13B1 subject matter expert in Government Credit Purchase Card Program (GCPC) and Procurement Management Tool (PMT). You will prepare a variety of recurring and non-recurring narrative and statistical reports supporting decisions to move administrative, unclassified contracts along financially and administratively. You will collect, consolidate, review, and analyze a variety of statistical and narrative information. You will input information into database and various government systems; identify discrepancies and work with the N13B1 program managers to resolve substantive issues. You will serve as Contracting Officer Representative (COR) of limited N13B1 administrative, unclassified contracts and technical point of contact for policies and questions regarding assigned contracts. You will process various pre and post award actions supporting contract obligation, de-obligation, or modification of payment packages. You will assist in the administration of the N13B1 budget; and monitor and track obligations and expenditures against phased obligation plans. You will analyze budgetary and financial data for consistency with phased obligation plans and policies of the organization. You will be appointed Government Commercial Purchase Card (GCPC) holder. You will maintain miscellaneous files, records and logs pertaining to purchase actions. You will utilize expertise to resolve substantive problems that may occur during reconciliation prior to submission to Approving Official. You will write letters, memoranda, narrative reports and use automated information programs. Requirements Conditions of Employment Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in applying in-depth knowledge of analytical and evaluative methods and techniques to assess the effectiveness and efficiency of the N1 financial management operation, identifying discrepancies, and making recommendations to resolve substantive issues and problems. Experience in utilizing knowledge of management and business practices, including workflow, work processes, automation, and organizational structure, to serve as the Government Commercial Purchase Card (GCPC) holder and Contracting Officer Representative (COR). Experience in applying broad knowledge of administrative and government procurement rules, procedures, and technical methods concerning administration and procurement to provide effective contract support. Experience in leveraging knowledge of contracting guidelines, principles, concepts, and policies to provide technical direction to contractors as the COR. Experience in utilizing knowledge of financial and internal database management systems to analyze, extract, and manipulate data, providing leadership with valuable findings and recommendations for improvement. Experience in applying knowledge and skills in budget execution to assist in the administration of the N1 budget, tracking, analyzing, and interpreting complex data to ensure the achievement of TFM program goals. Experience in using government financial computer systems related to procurement, invoice payment, receipting processes, processing of funding documents and commitments, and executing the N1 budget. Experience in applying broad knowledge of purchasing regulations, methods, procedures, and business practices to make purchases involving specialized and/or commercial requirements with complicating factors such as hard-to-locate sources, unstable pricing or product characteristics, numerous critical characteristics, or urgently needed items. Experience in leveraging broad knowledge of market sources for a wide range of items or services, understanding typical vendor modes of operation, and ways of doing business. Experience in applying knowledge of regulations governing mandatory sources, federal supply schedules, and noncompetitive and competitive open market purchases to ensure regulatory compliance throughout the purchase process. Education GS-11 In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR A combination of experience and graduate education as described above that equates to one year of experience.
