ADMINISTRATIVE SUPPORT SPECIALIST

The primary purpose of this position is to: Serve as an Administrative Support Specialist for AETC, Enterprise Learning Engineering Center of Excellence, serving as the primary point of contact for all administrative support programs. Responsibilities Plans, organizes and manages the activities of the and activities to include the full range of executive support to directorate divisions and the director. Develops goals and objectives to integrate the executive services function with organization objectives. Oversees programming and financial management support, control and surveillance of directorate financial management programs. Develops projected financial requirements based on previous funding records, surveys of supervisors or program managers and knowledge of internal operational requirements. Performs a variety of studies involving the budget, balancing/distributing additional duties, computer support equipment, space utilization, equipment usage and processes to ensure the effective use of resources. Results of studies are used for both current and future work planning and operations. Plans, organizes and oversees the network computer support activities. Develops and directs integration of new technologies into existing and future information systems. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) Thorough knowledge in applying analytical and evaluative methods to all program issues concerning the formality, efficiency and effectiveness of the administrative programs (2) Extensive knowledge of the body of rules, procedures, or operations requiring extended training and experience in order to perform a variety of studies involving the budget, balancing, distributing, computer support equipment, space utilization, equipment usage and processes (3) Knowledge of administrative concepts, principles and practices sufficient to foresee problems and independently perform studies designed to evaluate procedures/process (4) Practical knowledge of standard procedures in a technical field, requiring extended training or experience in order to perform such work as adapting equipment and extracting information from various sources (5) Skill in providing technical computer support to the organization, computer security and information protection programs overseeing physical and operational security of an automated data system (6) Ability to plan, organize, and communicate effectively both orally and in writing to high level officials, military and civilian officials. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying analytical and evaluative and investigative methods and techniques in issues concerning the efficiency and effectiveness of the Directorate's information management, support, and personnel program operations. 2. Knowledge of operating programs in order to analyze findings and make recommendations on substantive operating programs/issues. 3. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organization techniques and military command. 4. Knowledge of the regulations, policies and precedents, which affect programs and related support operations. Knowledge of a wide variety of budgetary and financial methods, practices, policies, procedures, regulations, and precedents. 5. Skill in operating computers, telecommunications, and network systems and administration to develop and oversee integration of new technologies into existing and future information systems. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, industry, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
