Responsibilities You will serve as the Integrated Logistics and Product Support Manager within the Integrated Product Support Division (S40) at the NAVSURFWARCTR PANAMA CITY DIVISION. You will be a principal member of the Logistics and Product Support Management Team that provides guidance, direction, schedules, plans, budget input, and task identification. You will organize and chair Integrated Product Team meetings for the program/project in support of accomplishing assigned tasks and deliverables. You will prepare, formulate, and maintain Logistics and Product Support-related planning documents in support of the lifecycle phases of weapon systems or equipment in accordance with current NSWC PCD, DoN, and DoD policy and guidance documentation. You will identify Logistics and Product Support related planning and execution deficiencies and implement resolutions to ensure adequate support. You will create statements of work for contracts, evaluate proposals submitted by competing contractors, evaluate contractor work performance and quality of deliverables, and provide detailed recommendations to the cognizant contracting lead. You will participate as the Logistics Subject Matter Expert on source selection committees. You will establish Logistics and Product Support policies, procedures and priorities to support the goals and objectives for assigned systems and equipment. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing logistics management operations that involve planning, analysis, or evaluating the logistical acquisitions required to support a specified mission, weapons system, or other designated program. Additional qualification information can be found from the following Office of Personnel Management website: General Schedule Qualification Standards Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, the following education may be substituted: Successful completion of 3 full academic years of progressively higher-level graduate education OR Successful completion of a Ph.D. or equivalent doctoral degree OR Possession of an LL.M. degree in a field directly related to the position being filled OR A combination of experience and graduate education as described above that equates to one year of experience. Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
