Summary You will serve as ADMINISTRATIVE/TECHNICAL SPECIALIST in the Subsea and Seabed Warfare & Maritime Operations Department (Code S) of NAVSURFWARFCTR PANAMA CITY DIVISION. Code S performs basic and applied research, development, test and evaluation, engineering, and Fleet support for five of the NSWC PCD Technical Capabilities. This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of NT-05 encompasses positions equivalent to the GS-13 and GS-14. Responsibilities You will interpret written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; and apply what is learned from written material to specific situations. You will conduct complex financial, manpower, and resource analyses including collecting and sorting data from Navy ERP, Electronic Data Warehouse, Procurement Integrated Enterprise Environment, and other databases used by NSWC PCD projects. You will provide advice and guidance to managers, supervisors, peers and sponsors on specific areas of the project. You will participate in project planning as required, providing input on approach and milestones. You will provide technical advice, recommendations, and clarifications on task plans and definitized work statements. You will use perform Contracts administration (per NAVSEAINT 4200.17E.), evaluate new program requirements, and recommend courses of action for improving procurement actions by the project. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing business operations to make recommendations for the development of Contracting Officer's Representative (COR) documentation (e.g., statements of work, definitized task statements, etc.). Education Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $137,000). This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
