Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the COMPTROLLER DEPARTMENT, DAM NECK COMPTROLLER OF DIVISION of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of NT-4 pay band encompasses positions equivalent to the GS-11 and GS-12. Responsibilities You will support the various functions related to Travel in the Dam Neck Comptroller Division of the Comptroller Department at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Dam Neck Activity. You will utilize your understanding of and work with a Working Capital Fund (WCF) to apply the financial principles, theories, and techniques related to the WCF while performing daily workload and applying business rules. You will solve complex problems by utilizing procedures to process commitments and obligations, expenses, travel requests, claims, data cleanup, and resolution of problem transactions. You will utilize, interpret, and analyze data from Warfare Center-mandated local financial and database systems and external automated financial tools and systems to develop reports, draw conclusions, and make recommendations. You will provide program management for the Command Defense Travel System (DTS), including interfacing with external organizations, implementing applicable travel policy, and ensuring established travel program policies and procedures are adhered to. You will examine travel authorizations/orders, vouchers, and local vouchers for validity, accuracy, relevancy, and completeness and determine that travel reimbursement amounts are in agreement with travel authorizations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and interpreting financial data to develop reports, draw conclusions, and make recommendations in support of a travel program. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or A combination of experience and graduate education as described above that equates to one year of experience.
