ADMINISTRATIVE/TECHNICAL SPECIALIST
Summary You will serve as a PSD/SPARES PLANNING TEAM LEAD in the Supply Chain, Maintenance, and Training MGMT branch (S42) of NAVSURFWARFCTR PANAMA CITY DIVISION. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $137,000). Responsibilities You will provide integrated logistics support (ILS) task leadership for the Spares Planning, Program Support Data (PSD) Sheets, and Baseline Assessment Memorandum (BAM) support management functions in a matrixed workforce of assigned weapon programs. You will demonstrate technical knowledge and skill in the application of the spares planning and budgeting process, to include BAM, PSDs, Variance Workbooks, initial and replenishment sparing, and related products and processes. You will possess knowledge of spares planning policies, while performing overarching management of annual BAM efforts to support the goals and objectives for assigned programs. You will apply changes to DoD/DoN logistics policy and directives directly to the spares planning process. You will demonstrate leadership skills, while leading, coaching, and mentoring team members. You will demonstrate experience leading collaborative projects representing diverse organizations and interests. You will communicate, coordinate, and collaborate effectively with in-house and/or external teams, both orally and written. You will establish and maintain effective relationships externally across Warfare Centers as well as internally with Team Leads, Chief/Senior Logisticians, Line Managers, Project Managers (PMs) and Technical Project Managers (TPMs). You will lead NSWC PCD's efforts in establishing a Center of Excellence for Spares Planning, maintaining our recognition as having the "best practices" for initial spares requirements development. You will continue to refine these best practices and offer our services to other warfare centers, program offices, and Navy activities to institutionalize those efforts. You will work closely with personnel from a diverse group of projects and programs to provide them with guidance, direction, mentoring, counseling, insight, and best practices. You will mentor and develop them on matters of acquisition and sustainment spares planning to ensure that they are up to speed on current trends, initiatives, and policy. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing integrated logistics support for spares planning to ensure task execution, apply planning policies, leading collaborations, and mentoring team members for the improvement or optimization of a weapons program.
