Summary You will serve as an EQUIPMENT SPECIALIST in the Fleet Engineering Branch (code 8555) of NAVUNSEAWARCENDIV NEWPORT RI located in Yorktown, VA. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14 and the NT-4 encompasses positions equivalent to GS-11 and GS-12. Responsibilities You will provide expertise and advisory services to improve liaison, resolve technical problems, address process issues, and assist with cause and corrective action assessments for the MK 48 Heavyweight Torpedo Intermediate Maintenance Activity. You will be the senior Equipment Specialist in this product area and be responsible for leading and directing efforts of the MK 48 Heavyweight Torpedo build process at the MK 48 Heavyweight Torpedo IMA. You will review the process, procedure and policy for Heavyweight Torpedo Intermediate level maintenance and review of torpedo run data for in-water performance assessment. You will provide subject matter expertise to review design, analysis, test and evaluation requirements for the Heavyweight Torpedo and associated equipment. You will provide expertise to resolve MK48 Heavyweight Torpedo and equipment issues, including root cause analysis of failures, and act as a liaison to address technical and process challenges affecting torpedo quality and IMA throughput. You will support reliability and maintainability improvements, review and process Heavyweight torpedo RPRs, and assist with introducing torpedo test equipment, handling hardware, software, and processes to the MK 48 Heavyweight IMA. You will work on varied, complex equipment, systems, and subsystems associated with the Heavyweight Torpedo build process at the MK 48 Heavyweight Torpedo IMA. You will be required to develop plans and procedures to extend existing knowledge to the Fleet to account for newly emerging ideas and concepts. You will investigate abnormal material consumption, recommend corrective actions, prepare or review purchase descriptions and specifications for repair or procurement contracts, and analyze deficiency and failure reports from the fleet. You will recommend equipment modifications, evaluate IMA test and trial installations, propose updates to technical manuals, and identify, substitute, and cannibalize parts from obsolete Heavyweight Torpedo equipment to extend its life cycle. You will advise and assist in developing production procedures and techniques where necessary and establish standardized maintenance procedures, shop layouts, and repair operations. Requirements Conditions of Employment Qualifications For the NT-5: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading the execution or direction of lightweight, heavyweight and future torpedo systems to support development efforts, research, integration, or technology efforts for warfare systems. For the NT-4: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying systems engineering principles to support lightweight, heavyweight and future torpedo systems development, integration or technology efforts for warfare systems. Education TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study directly related to the position to be filled; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study directly related to the position to be filled; OR An LL.M., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience.
