ADMINISTRATIVE/TECHNICAL SPECIALIST
Summary You will serve as Task Lead for the LCAC Fleet Support Project Area of the Landing Craft Air Cushion (LCAC) Support Services (LSS) project within the Air Cushion Vehicle (ACV) Technical Services Branch (E32) at NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. Responsibilities You will manage task planning, execution, monitoring and control to achieve objectives for cost, schedule and performance including technical performance, financial tracking/reporting, risk/schedule management and implementation of corrective actions You will use E30 specific tools including Task Estimating, Monitoring, Planning, and Repository (TEMPR) to perform task estimating, planning and tracking. You will provide oversight to a diverse group of technicians directly supporting Air Cushion Vehicles (ACV). You will organize work, set priorities, determine resource requirements, and determine short or long-term goals and strategies to achieve them. You will coordinate with other organizations or parts of the organization to accomplish goals, monitor progress and evaluate outcomes. You will apply best practice principles, methods, and tools in the management of tasking and resources. You will provide status updates to project management, NSWC PCD line management, and program office sponsors You will establish and maintain relationships with key stakeholders. representing the LCAC In-Service Engineering Agent (ISEA), to understand objectives and constraints. You will collaborate with stakeholders to build consensus, find solutions, and accomplish goals. You will clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. You will develop and draft Non-Advisory Technical Messages (NATM) and Class Advisory (CLAD) messages. You will develop and present technical reports for fleet conferences / meetings / working groups. You will convey written information in a clear, concise, organized, and convincing manner for the intended audience. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating technical procedures and making recommendations to resolve technical issues or ensure the successful and effective operations and maintenance of a Landing Craft Air Cushion (LCAC) project. The full performance level of NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10.
