Summary You will serve as an OTA Acquisition Specialist Team Member in the Department Acquisition Team (E02A), Integrated Engagement Systems Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-2 pay band encompasses positions equivalent to GS-5 through GS-8. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. Responsibilities You will prepare and track the progress of procurement packages using tools such as Integrated Budget Planning and Execution System (IBPES), Procurement Management Tool (PMT), and Navy Enterprise Resource Planning (ERP). You will perform research and analysis of new outside vendors to accommodate procurement requirements within the E department. You will stay current with acquisition policies and keep appropriate personnel informed of guidance influencing development of new policy. You will track procurement progress to ensure actions are completed and executed on time. You will coordinate and execute material and service acquisitions. You will be responsible for communicating with the E Department Acquisition Team and E03 Business/Financial Office. You will perform duties to assist with Other Transaction Authority actions such as data entry and tracking to Agreements Officer Representatives. You will participate on Department level teams and events focused on acquisition and process development. Requirements Conditions of Employment Qualifications For NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-05 through GS-08 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting and performing analytical or evaluative methods related to financial data, purchasing or acquisitions for the purpose of implementing and sustaining continuous process improvement initiatives. For NT-02: Your resume must demonstrate at least three years of general experience that includes one year of specialized experience equivalent to the NT-01 pay band (GS-01 through GS-04 equivalency) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting analytical studies or evaluative methods by gathering financial data or financial information for reports for the purpose of implementing and sustaining continuous process improvement initiatives. General experience shows the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work and 3) communicate effectively orally and in writing. Education TO QUALIFY FOR NT-03: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. TO QUALIFY FOR NT-02: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a four-year course of study leading to a bachelor's degree; OR A combination of experience and education as described above that equates to one year of experience.
