Responsibilities You will serve as the Public Affairs Action Officer; that can act as a Navy spokesperson on behalf of NSWCCD and can act as the Public Affairs Officer and Code 1031 Branch Head when they are out of the office. You will plan, develop, coordinate, and execute internal and external communications products to support programs at command level and providing the necessary communications products, such as news releases, fact sheets, articles, speeches etc. You will develop communication products for internal/external stakeholders by writing news releases, leadership messages, speeches, scripts, plans. You will respond to queries from the workforce, general public, local and national media and government officials, crisis and risk communications. You will work with higher headquarters public affairs to ensure Navy, Warfare Centers, and Division messaging is coordinated across the command and maximized, and in from of high-level command events. You will independently prepare and publish organization publications to inform all internal personnel of programs activities and career information happening within the organization. You will work with scientists or engineers and other subject matter experts to distill complex information and write articles for internal and external audiences. You will adapt standard methods, approaches, policies, and practices to enhance the understanding of the significant issues of NSWCCD's Public Affairs and Congressional Affairs program. You will be analyzing the effectiveness of communication plans implemented and developing recommendations to change the nature of the command’s public affairs program. You will require knowledge of NAVSEA Information Technology (IT) and Department of the Navy Applications and Database Management System (DADMS) approvals. You will require expert knowledge of how to respond to queries from local, national and international media outlets. Requirements Conditions of Employment Qualifications TO QUALIFY FOR THE NT-04:Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalency), in the Federal service or equivalent experience in the private or public sector: performing duties related to a public affairs program by developing multiple types of communication (e.g. media, providing advice/guidance to managers/senior leadership, responding to congressional inquiries, or developing products), for audiences both internal and external to the organization. TO QUALIFY FOR THE NT-03:Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05 through GS-08 equivalency), in the Federal service or equivalent experience in the private or public sector: providing assistance with public affairs program to deliver multiple types of communication (e.g. media, providing advice/guidance to managers/senior leadership, responding to congressional inquiries, or developing products), for audiences both internal and external to the organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education TO QUALIFY FOR NT-04:In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR LL.M., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. TO QUALIFY FOR NT-03:In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. The full performance for this position is the NT-4. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
