Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Human Resources Office (HRO), Staffing and Classification Branch of NAVUNSEAWARCENDIV NEWPORT RI. The responsibilities of this position include carrying out the full range of staffing, placement, and classification services for assigned organizations. Responsibilities You will serve as a subject matter expert in the Human Resources (HR), Staffing and Classification Branch. You will assist in the development and training of lower banded Workforce Specialists and Assistants. You will provide advice, counsel, and instruction to employees, and coordinate with the Workforce Specialists on special projects. You will make suggestions to the supervisor on team building, required and needed training, and other approaches to improve team skills and cohesion. You will provide Personnel Demonstration Project (DEMO) and staffing training for staff and supervisors. You will work with the Supervisor to review and implement new DEMO Federal Register changes impacting hiring, staffing, incentives etc. You will provide subject matter expert advice and counsel to staff and all levels of management with regard to law, rules and regulations pertaining to Title 5, Office of Personnel Management (OPM), Department of Defense (DoD), and Navy regulations. You will provide advisory services to Departments in staffing, recruitment, and placement actions. You will provide position classification advisory services to managers and supervisors; advises management on organizational structures, job restructuring and the impact of reorganizations. You may also provide preliminary advice and guidance to management officials on general Employee Relations issues pertaining to performance management, employee recognition, and counseling. You will perform all required tasks in a collaborative manner and with an emphasis on providing outstanding customer service to managers and employees. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing: 1) Interpretation and instructions on staffing and employment laws, regulations, policies and procedures, presenting information clearly to broad audiences; 2) Program oversight for special programs (such as special hiring authorities, veteran hiring, student and recent graduate programs, and workforce shaping); and 3) Advice to management officials on human resources staffing and placement methods or processes.
