Adoption Subsidy Coordinator

The Department of Children and Families (DCF) is seeking a mission-driven, dedicated individual fill the role of Adoption Subsidy Coordinator. The selected candidate will process subsidy applications received from DCF or contracted staff on the Department’s computer-based system and apply the requirements of DCF and federal regulations; determining if the application meets standards and approving or disapproving the application.

The Adoption Subsidy Coordinator will report to the Subsidy Supervisor and Manager of the Subsidy Unit, this position involves several duties requiring strong organization skills, a solid understanding of customer service, and an ability to work independently. Information about DCF clients and adopted persons is highly confidential. The applicant must understand and be able to always adhere to confidentiality laws.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Sending notice of decisions and required forms to the DCF or contracted staff and the family by mail or email as applicable. Uploading documents and related correspondence into computer-based system. Referring any applications or correspondence to the Subsidy Supervisor when there are unresolved issues or questions about the decision. Process annual/bi-annual subsidy verifications using DCF policy as assigned.Manage assigned subsidy phone lines which includes: retrieving voicemails and returning callsentering all communication into designated databaseproblem solving and resolution of subsidy related matters presented by clients and social workersReceive and send the forms needed to ensure that adopted or guardian children have access to Medicaid when moving to and from various states. This involves a working knowledge of federal regulations and Massachusetts Medicaid procedures.Process Birth Certificate requests received from DCF and provider staff for both in state and out of state requests. This includes:Search for Massachusetts birth certificates using the computer-based system at the Vital Records office.Mail copies of the birth certificates to the worker who initiated the request.Contact the appropriate agency in other states to request the birth certificate of individuals born outside of Massachusetts. Secure copies of such birth certificates by following the procedure of the state in question. This includes maintaining and accounting for a small budget in order to pay the required fees.Providing the requesting worker with a copy of the birth certificate when it is available.Receiving the forms from private adoption agencies.Maintain a record of all out of state requests received.Accept and send family resource transfers into and out of the Subsidy Unit using the DCF computer-based system.Participate in Fair Hearings as needed. Other duties as assigned

Required Qualifications:

Experience with the child welfare system.Ability to work independently in a professional environment.Ability to work effectively with linguistically and culturally diverse populations.Capacity to complete projects independently with minimal supervision.Ability to work independently in a fast-paced environment

Preferred Qualifications:

Proficiency in using Microsoft Office Products (Word, Excel, Access, PowerPoint).Familiarity with DCF policies and procedures.Familiarity with DCF and State Systems.Proficiency is Spanish is a plus. Proper telephone and email etiquette and good customer service skills. Strong writing skills.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
