MCAS Miramar is located approximately 15 miles north of downtown San Diego, near I-15 and the town of Mira Mesa. The installation is close to the Navy ships that our Marines deploy on (Navy Base San Diego), the areas in which our aviation units train (MCAS Miramar), and the ground combat troops we support (Camp Pendleton). MCAS Miramar is strategically positioned approximately 40 miles south of Camp Pendleton, the Corps' largest amphibious assault training area. The Naval Air Station North Island, the largest aerospace industrial complex, is 20 miles south of Miramar.

San Diego, once reputed to be a sleepy little Navy town, is rapidly growing into an internationally recognized city with a technologically dynamic economy making it the nation's sixth largest city. With its great weather, miles of sandy beaches, and major attractions, it is known worldwide as one of the best tourist destinations. 

Downtown San Diego is located on San Diego Bay.  Balboa Park encompasses several mesas and canyons to the northeast, surrounded by older, dense urban communities including Hillcrest and North Park.  To the east and southeast lie City Heights, the College Area, and Southeast San Diego.  To the north lies Mission Valley and Interstate 8.  The communities north of the valley and freeway, and south of Marine Corps Air Station Mirmar, include Clairemont, Kearny Mesa, Tierrasanta, and Navajo.  Stretching north from Miramar are the northern suburbs of Mira Mesa, Scripps Ranch, Rancho Penasquitos, and Ranch Bernado.  The far northeast portion of the city encompasses Lake Hodges and the San Pasqual Valley, which holds an agricultural preserve.  Carmel Valley and Del Mar Heights occupy the northwest corner of the city.  To their south are Torrey Pines State Reserve and the business center of the Golden Triangle.  Further south are the beach and coastal communities of La Jolla, Pacific Beach, Mission Beach, and Ocean Beach. Pont Loma occupies the peninsula across San Deigo Bay from downtown. The communities of South San Diego (an Enclave), such as San Ysidro and Otay Mesa, are located next to the Mexico-United States border and are physically separated from the rest of the city by the cities of National City and Chula Vista. A narrow strip of land at the bottom of San Diego Bay connects these southern neighborhoods with the rest of the city.

San Diego has one of the top-ten best climates in the United States and has one of the two best summer climates in the country as scored by The Weather Channel.  San Diego area has been variously categorized as having either a semi-arid climate or a Mediterranean climate.  San Diego's climate is characterized by warm, dry summers and mild winters, with most of the annual precipitation falling between December and March.  The city has a mild climate year-round, with an average of 201 days above 70 °F and low rainfall (9–13 inches annually).

Responsibilities

 

Provides assessment and direct patient care; stabilizes, patients, minimizes complications, provides physical and psychological support, facilitates restoration of maximal health potential, and evaluates health risk factors of families. Reassess patients throughout care pathway or as clinical/psychological conditions warrant.

Documents patient history and physical examination, orders and interprets appropriate diagnostic studies, prescribed medication and performs patient education using a paper and electronic medical record. Promotes preventive and health maintenance care, including annual physicals, stresses positive health behaviors and self-care through education and counseling. Encourage patients to make difficult lifestyle changes to improve their health. Refers patients to specifically and subspecialty clinics when necessary.

Demonstrates awareness and sensitivity to patient and family member’s rights as defined by NMCSD. Demonstrates awareness of legal issues in all aspects of patient care. Complies with all standards of the Joint Commission on the Accreditation Health Care Organization.

Uses a family-centered care approach to the planning, delivery, and evaluation of healthcare creating a mutually beneficial partnership between the healthcare team, patients and their families.


Independently prescribes medication for acute, chronic, and health maintenance needs including medication for family planning.

Improves continuity and quality of patient care across the care continuum; prescribes medications, acquires health histories, performs physical examinations and when necessary manages patients across impatient acute care and outpatient environments.

Documents initial patient history and physical examination, progress and interventions and dictates summaries in collaboration with medical providers.

Performs mental health assessment and provides behavioral interventions. Determines need for consultations, special programs and laboratory studies, coordinates ordering and evaluates the results. Performs specialized diagnostic therapeutic procedures with appropriate training and supervision.

Develops and implements therapeutic plans and clinical practice (verbal and written) to improve patient health.

Coordinates a multidisciplinary team in the implementation of an established plan of care for individual EFMP patients and their families. Develops and implements educational plans for EFMP patients and families.

Acts as consultant to and healthcare resource for, patients, families, nurses, and other staff in the clinic.

Assess the educational needs and level of understanding of patients and families and determines best approach to fully meet the learning requirements through use of appropriate age specific training techniques.

Develops, evaluates, and maintains effective patient teaching programs and informational materials.
Consults with other health care providers and coordinates delivery of patient care services across the inpatient/outpatient and community care continuum.

Provides psychosocial support to patients and family members. Consults with and refers patients to appropriate specialty providers and command and community resources necessary.

Coordinate patient/family education and patient follow-up for targeted specialty population in collaboration with other medical providers.

Provides outpatient follow-up through in home and school visits and teaching across the care continuum and within the framework of established treatment plans.

Participates in the formulation or evaluation of clinical care standards for area of expertise.


Initiates and/or participates in the design, implementation, monitoring and evaluation of clinical research in conjunction with the command’s Clinical Research Department Disseminated clinical practice and research findings through education and publication.

Participates in departmental continuous improvement and quality assurance programs and processes.

 

Provides telephonic on-call services for TRICARE Prime Beneficiaries within the DPC.

 

Occasionally works at other clinical within the DPC to accommodate changes in workload or staffing levels.

Functions us administrative expert for training programs in area of specialization. Develops objectives, reviews content and materials, updates curriculum as necessary. Evaluates patient, family and significant other learning outcomes.

Applies computer skills in the performance of duties. Utilizes personal computers, interact, Clinicomp and CHCS computer systems for data retrieval, clinical documentation and research.

Performs other duties as assigned.

Qualifications

Licensure: Applicants must have passed the National Council Licensure Examination and possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirements for Advanced Practice Nurse Positions: A current, active, full, and unrestricted license or registration as a professional nurse in the specialty of Family Medicine or related specialty from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

 

Education and Professional Nursing Experience:  Master’s degree from a recognized Nurse Practitioner program and five years clinical experience in either Family Practice Medicine, Women’s Health Adult Health, Occupational Medicine, Pediatrics or Emergency Medicine.

 

Certification:  National certification as a Nurse Practitioner (NP) by the American Nurses Association and a Drug Enforcement Administration number.  

 

Foreign Degree: Graduates of foreign nursing schools must have completed the Commission on Graduates of Foreign Nursing Schools Certification Program. The certification program consists of a credentials evaluation, the CGFNS Qualifying Exam, and evidence of passing one of the approved English Language Proficiency examinations. A copy of the CGFNS Certificate is required.

 

Basic Life Support (BLS) Certification:  This position requires Basic Life Support (BLS) training certification from, or in accordance with, the American Heart Association and American Red Cross. Current Advanced Life Support or other advanced certification does not supersede Basic Life Support completion.
