**Overview**
The Coastal Sciences Division (CSD) within the Energy and Environment Directorate (EED) at Pacific Northwest National Laboratory (PNNL) is seeking a Blue Economy & Maritime Technology Advisor. The incumbent will join a growing team at PNNL responsible for the development of new research to enhance the energy efficiency and resiliency of the US Blue Economy and advance US ocean climate action strategies. This role has a primary focus on technologies and strategies that support decarbonization and competitiveness of the maritime sector (vessels and ports) aligned with Department of Energy transportation, energy efficiency, and renewable energy programs. Duties include interacting with senior managers at the U.S. Department of Energy's Energy Efficiency & Renewable Energy (EERE) Transportation programs, as well as interaction with other federal agencies, non-governmental stakeholders, and commercial companies. Duties also include working with team members to provide input to PNNL’s CSD capability strategy, coaching/mentoring technical and project staff, and close coordination with PNNL’s EERE market sector team. Other duties may include engaging PNNL’s technology commercialization team to provide market-relevant information. Advanced technical knowledge of the issues and challenges facing maritime decarbonization is required for this position, as is working experience with appropriate engineering solutions, socio-economic considerations, technology development processes, and maritime operations. Direct experience working on Department of Energy research projects and knowledge of agency practices and processes is required.
PNNL plays a critical role in support of the DOE mission to decarbonize all modes of transportation. The PNNL Transportation research portfolio currently includes world-leading battery research, advanced materials for vehicle lightweighting, unique catalytic chemistry for development of renewable and reduced-carbon-intensity fuels, and innovative technologies for hydrogen production/storage/use. The Blue Economy & Maritime Technology Advisor, together with PNNL’s Maritime Decarbonization Team, will be responsible for building upon the existing portfolio to create new projects/programs. This work will draw on PNNL’s unique capabilities aligned with the U.S. Transportation Decarbonization Blueprint to significantly advance the marine/maritime/port elements of that Blueprint and create new technology solutions that advance U.S. economic competitive advantage in this critical transportation market.
Responsibilities include:
+ Contribute to development of a marine/maritime decarbonization strategy that aligns PNNL capabilities with national needs and the national transportation decarbonization agenda.
+ Work with PNNL project managers to develop business plans compatible with this strategy.
+ In partnership with the EERE market sector team and other senior EED management, engage top levels of management within the DOE, other federal agencies, and key commercial partners to communicate the unique PNNL value proposition for transportation decarbonization.
+ Build and sustain collaborative relationships with other national laboratories, other federal agencies, leading non-governmental organizations, and strategic commercial companies or consortia.
The Blue Economy & Maritime Technology Advisor will engage the Coastal Science Division Director, Senior Advisory staff, and a peer cohort of senior project managers and senior technical staff to define and scope strategic research and development projects in the Maritime transportation sector. He/she draws upon existing technical capabilities and supports the development of new capabilities that support sponsor priorities, including participating in stewarding PNNL's unique research capabilities, as represented by scientific staff, research infrastructure, and facilities. The position will regularly interface with high-level current and potential research sponsors and collaborators, government officials, and industry leaders to develop strategic relationships and partnerships. He/she works to identify, evaluate, and decide whether/how to respond to funding opportunities; decides in conjunction with PMOD whether to accept major project risks; commits to creating growth; and will work with PNNL project managers and other staff to ensure that all sponsor expectations are met. This position requires travel to meet sponsors, participate in conferences, and engage stakeholders.

**Qualifications**
Minimum Qualifications:
+ BS/BA and 11 years of relevant experience -OR-
+ MS/MA or higher and 9 years of relevant experience
Preferred Qualifications:
+ Experience interacting with senior-level DOE/Government and industry leaders.
+ Technical background in vehicles, ships, marine transportation systems, renewable fuels, metals processing, hydrogen systems.

Requires U.S. citizen or, if a non-U.S. citizen, must have resided in the U.S. for the past (3) consecutive years.
