Aerospace Engineering Technician (CASS Technician Auditor)
Summary This position is in the Flight Program Operations, Quality Assurance Team. Incumbent ensures products and/or services consistently satisfy the regulatory and customer requirements; and the aircraft and its components are in condition for safe operations. Responsibilities Serves as a Continuing analysis and surveillance system (CASS) auditor for the aircraft maintenance program. ensures Flight Program Operations conducts the maintenance program according to regulations and manuals, and the maintenance program is effective in achieving the desired result of consistently having airworthy aircraft approved for return to service. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible. Plans and conducts internal and external audits to ensure compliance with aviation regulations. Incumbent evaluates operational processes to identify areas of improvement and compliances issues in the Continuous Airworthiness Maintenance Program (CAMP). Performs work of broad scope and complexity. Develops and implements quality management systems in accordance with regulatory requirements to ensure aircraft are maintained in compliance with all regulatory requirements. Responsible for monitoring corrective actions and ensuring they are effectively implemented, and aircraft are returned to service in a timely and effective manner. Conducts quality audits and surveillance on the work performed during routine and non-routine maintenance events to include work order content, aircraft maintenance records, yellow tags, 8130-3’s, 337’s, STC’s, maintenance deferrals, weight & balance changes, AD’s, and SB’s, etc. to the extent necessary to ensure the aircraft is airworthy and in compliance with the regulations. the FAA and company manuals. Oversees corrective actions identified by corrective actions and works closely with technicians to address and resolve all identified issues. Examines aircraft engines, parts, and systems to identify any defects or potential issues. Performs routine pre-flight inspections to ensure aircraft is safe for operation. Monitors and identifies current maintenance status of Flight Program Operations aircraft fleet. Conducts stress tests on various aircraft systems and components. Ensures that all aircraft parts comply with AJF quality standards and procedures. Coordinates with maintenance vendor to plan, execute, oversee, and document maintenance events. Ensures all stakeholders affected by a grounded aircraft is aware of the status. Assists maintenance personnel with information concerning parts and/or other aircraft related equipment. Coordinates and authorizes all aircraft maintenance on agency aircraft away from FAA maintenance facilities and coordinates special flight permits through the Maintenance and Operations Directorates under 14 CFR 135 Operations. Authorizes deferrals using minimum equipment list, deferred discrepancy list, and non-essential furnishings list, using the electronic tracking and management system. Thoroughly analyzes the conditions of the affected system or systems, determines the cause for failure or poor performance, and provides the necessary action to restore the system or systems to normal operating condition. Applies broad experience and comprehensive technical knowledge of the agency’s aircraft to provide technical support to technicians. Understands new technologies and methods, and FAA policies and programs to coordinate aircraft out of service activities. Reviews routine and non-routine maintenance paperwork for accuracy and completeness. Contacts are made to furnish technical guidance and advice, instruct other employees, share information, provide data, discuss the statuses of assignments, and coordinate the activities of contractors. Often represents the organization as a primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Coordinates with other organizations and agencies concerned with FAA activities. Requirements Conditions of Employment We are not accepting applications from noncitizens. Qualifications To qualify for this FV-I (FG/GS-13) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE includes experience in troubleshooting and analyzing aircraft problems, using diagnostic equipment to resolve performance discrepancies, determining airworthiness of highly modified aviation platforms; Experience in oversight of an aircraft/avionics maintenance program in accordance with established standards, policies, practices and procedures, knowledge of organizational mission, objectives, and procedures required to analysis a situation and make decisions; Experience with inspection controls, and analyzing data to detect unsatisfactory results; Experience with aviation technical documents and regulations.
