Affordable Program Manager
Responsibilities Related Affordable has an exciting opportunity for an experienced Affordable Program Manager (compliance execution) within our East portfolio. This position will work remote and must be located in NJ/CT/MA/OH or the Tri-State Area. OVERVIEW The Affordable Program Manager, under the guidance and supervision of the Regional Director, Affordable Programing will focus on the accurate and efficient execution of and compliance with affordable housing program regulatory requirements (HUD, LIHTC, bond, and otherwise). This role will ensure all regulatory requirements are completed and liaise with the various governmental agencies, housing authorities, and other stakeholders to maximize economic outcomes and minimize operational risks. From time to time, this position may be called upon to perform corporate or ad-hoc projects to meet business needs. The position requires proven success demonstrating problem-solving, decision-making, multitasking, and organizational skills. KEY RESPONSIBILITIES Oversee the day-to-day activities of regulatory execution staff, setting clear expectations, monitoring progress, and providing ongoing coaching to ensure adherence to compliance standards and deadlines. Conduct regular performance check-ins and team meetings with direct reports, identifying areas for improvement and professional development, discussing goals and challenges, and implementing corrective actions or training plans to enhance file processing efficiency and ensure regulatory compliance. In coordination with the onsite team and Compliance Manager, review, process and correct move-in files assuring applicants are income and program eligible for based on regulatory requirements. Assist site teams with mass recertification efforts and completion of other certification and lease documents, as needed. Participate in on-site file audits and corrections; confirm compliance with program requirements including rent limits, income limits, other eligibility and lease requirements including assuring that overall backup documentation is in place to confirm resident eligibility at the communities. Provide training and support to site staff on answering compliance related questions and program regulations as they relate to occupancy and qualifying requirements on file reviews, both in person, on-site and remotely via telephone. Assist site staff in tracking file progress for both new move-ins/initial qualifications and existing residents/recertifications. Provide guidance, oversight and assistance in relation to file processing at new lease-ups, acquisitions, re-syndications and rehabs. Assist in maintenance of tenant files and computer records to ensure compliance with relevant HUD, LIHTC, corporate and state/local agency regulations; assist with file corrections to ensure compliance when needed. Assist in monitoring and ensuring the integrity of waitlists, as well as marketing efforts. Ensure that relevant policies, procedures and guidelines are implemented at sites. Examine tenant files in preparation for LIHTC file audits, Management Occupancy Reviews (MOR) and assist with the review and preparation of responses corresponding to agency audits. Attend all in-person audits, MORs and similar inspections. Stay current with Federal, state and local updates about various program requirements. Foster strong partnerships with property & support teams (e.g. Site teams, Compliance, Operations, L&D) to address concerns and for assistance as needed to advance regional performance. Perform training programs to educate and inform the site teams of requirements and responsibilities. Assist with the production and routine review/maintenance of onsite EIV Binders Assist with resolution of ledger inaccuracies for rent postings/charges etc. COMPENSATION RANGE: $85K - $100K per year Plus annual performance bonus Compensation for this position is dependent on a variety of factors, including individual qualifications and geographical location. The range provided is intended to offer a general guideline and may vary based on these factors. Final compensation offers will be determined based on a comprehensive assessment of the candidate's background and the specific requirements of the role.
