The department is comprised of the Office of the Secretary, the Arkansas Geographic Information Systems Office, the Division of Building Authority, the Division of Information Systems, the Employee Benefits Division, the Office of Personnel Management, and the Office of State Procurement. Preferred Qualifications include: Experience with cost allocation, accounting software, and Excel is preferred. SQL knowledge is a plus. Position Information Class Code: A010C Grade: GS13 FLSA Status: EXEMPT Salary Range: $77,862.00 - $124,190.00 Summary The Agency Controller II is responsible for the production of the agency's financial statements that will become part of the Comprehensive Annual Financial Report (CAFR) for the State of Arkansas. This position is governed by state and federal laws, Generally Accepted Accounting Principles (GAAP), and agency/institution policy. Functions Directs the activities of a medium to large sized professional and administrative support staff that establishes agency accounting policy, procedures, and business processes necessary to conform to the State of Arkansas's policy and procedures manual. Proposes changes to the Arkansas Administrative Support Information System (AASIS) structure necessary to provide financial reports to comply with GAAP as prescribed by the Governmental Accounting Standards Board (GASB); submits proposed changes to the Department of Finance and Administration, Office of Accounting for review and/or adoption. Directs and coordinates the implementation of new or revised application modules of AASIS with the AASIS Support Center to ensure their integration with existing agency systems and the validity of data produced. Directs the agency staff in the preparation of final agency financial statements, footnote disclosures, and all required supplemental reporting requirement information to be used in the production of the CAFR for the State of Arkansas. Directs and coordinates accounting services support for divisions or bureaus within the agency including the provision of training, the dissemination of instructions and information, and the provision of technical assistance with regard to accounting questions or particular problems encountered by agency personnel. Responds to inquiries from other states, regulatory bodies, bond rating agencies, the federal government, and the media pertaining to accounting questions and topics by researching complex issues and preparing correspondence for the signature of the agency director, deputy director, or chief fiscal officer. Performs other duties as assigned. Dimensions None Knowledge, Skills and Abilities Knowledge of Generally Accepted Accounting Principles and Practices. Knowledge of state fiscal and budgetary laws, policies, and procedures. Knowledge of supervisory practices and procedures. Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates. Ability to analyze data and situations, project outcomes, and resolve complex problems. Ability to evaluate the operation of the accounting systems and recommend modifications. Ability to interpret and apply laws and regulations. Ability to write proposals, justifications, and policies. Minimum Qualifications The formal education equivalent of a bachelor's degree in accounting; plus seven years of professional accounting experience involving the production of financial statements, including fours years in a supervisory or management capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
