About Us: Our Unit is dedicated to establishing acceptance criteria for materials and manufactured products, ensuring they meet the highest standards and function as intended. We play a crucial role in maintaining the integrity of the North Carolina Highway System, in accordance with Federal Highway Administration (FHWA) Regulations. Your Role: The primary role of the Quality Assurance Engineer in the Materials and Tests Unit (M&T) is to maintain and enhance the aggregate Quality Control/Quality Assurance (QC/QA) program. This program ensures that all sampling and testing of aggregate materials incorporated into the highway system comply with Federal and State highway agency guidelines. Managing this program entails supervising two Engineering Specialist I’s and ten consultant inspectors. In addition, this position is responsible for conducting Aggregate QC/QA Sampling and Testing training classes. Acting as the liaison between the aggregate industry and the Department, this role is pivotal in balancing industry needs and departmental standards. Ensuring the efficient and effective operation of the program, the Quality Assurance Engineer must develop and maintain high standards within the team, provide guidance and support, and facilitate communication between all stakeholders to ensure the overall success of the program. Key Responsibilities: + Review Ownership Updates and Quality Control Plans:Evaluate ownership updates and Quality Control Plans from producers to ensure compliance. + Quality Control Testing:Verify that Quality Control Testing meets established criteria and that test data is accurately entered into the QAP database. + Statistical Analysis:Perform statistical analysis of Producers’ Quality Control and the Department’s corresponding Quality Assurance testing data to identify abnormalities. + GoNC Map Updates:Update the online mapping system (GoNC Map) with current quarry locations statewide. + Laboratory Verification:Oversee and maintain the Quality Control laboratory verification in the Vendor systems. + Technical Assistance:Provide technical assistance and guidance to M&T’s central laboratory, regional laboratories, and field personnel on sampling, inspection, and testing. + Approved Producer/Suppliers:Approve new sources of aggregates for the Approved List. + Investigations:Participate in the investigation of non-compliant materials and provide relevant data to M&T and Construction Unit personnel for project acceptance decisions.
