Minimum Qualifications MINIMUM QUALIFICATIONS: Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above: Eight years of experience in the inspection or enforcement for compliance with agricultural laws, rules or regulations; OR A bachelor’s degree in an agricultural, biological, chemical, or environmental science plus five years of experience in the inspection or enforcement for compliance with agricultural laws, rules or regulations; OR A master's degree in any of the qualifying educational fields plus four years of the required specialized experience. Job Concepts Function of Work: To serve as the principal assistant to a division director in an office of the Department of Agriculture and Forestry in lieu of an unclassified assistant director. Level of Work: Administrator. Supervision Received: Administrative direction from an unclassified division director. Supervision Exercised: Direct line over Agriculture program managers and supervisors. Staff over professional and clerical support positions. Location of Work: Department of Agriculture and Forestry. Job Distinctions: Differs from Agriculture Managers and other related Agriculture jobs in assigned program area by responsibility for administering more than one section in a division. Differs from unclassified division director by absence of responsibility for administering all functions and activities of a division. Examples of Work This position will provide assistance to the Feed Director of Animal Health & Food Safety (AHFS) within the Louisiana Department of Agriculture and Forestry (LDAF). The incumbent directs and manages the daily operations of multiple programmatic areas, including but not limited to: Veterinary Health, Alternative Livestock, Chronic Wasting Disease, Feed Chelonian, Poultry Disease, Information Technology Emergency Preparedness and supervises the Feed Program’s AFRPS Coordinator position and duties. Duties are performed independently with general supervision from an unclassified Director. 50% - Program Administration Develops and implements new and revised rules and regulations for the assigned areas of responsibility. Develop and implement daily procedures for all programmatic areas of responsibility. Provide administrative training and resources for employees within Veterinary Health and LDAF Feed Program. Provides direct supervision to the Agriculture Specialist Program Managers and serves as the technical advisor in all programmatic areas of responsibility. Ensures efficiency in the work performed within the section and serves as a subject matter expert to resolve difficult situations. Serves as the representative of Veterinary Health/Feed Program meetings with the public and industry on department policies, procedures, and regulations. Ensure all electronic devices and technology are in proper operating conditions for office and field staff. Maintains training for USDA/ FDA credentials and certifications. Conduct seminars required by USDA/FDA for new and/or continuing education programs. Provides supervision of all licensures and permitting for all livestock facilities in the state. 20% - Program Funding-Federal Grants Helps in developing Cooperative Agreements with the United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service {APHIS), Veterinary Services (VS). Also, helps with the development and maintenance of the FDA AFRPS grant in the LDAF Feed Program by assisting the Director of the Feed Program and supervising the AFRPS Coordinator. 15% -Vet Health Maintains records of owners, addresses, back tags, ear tags, sexes, breeds, and overall health of all animals offered for public sale in the LDAF database. Provides direct supervision of records retained in the database and downloaded to main office for records retention. Field work as required by the Vet Health Division may consist of: Testing livestock, CWD sampling, working sale barns and other Vet Health duties. 10% Emergency Management Coordinates with state and national emergency response teams during a disaster or during exercise training administered by LDAF. Provides rescue efforts for cats and dogs from flood waters after hurricanes or other flooding events. Ensure pets transported to shelters receive proper care by LDAF. Provide assistance and transportation for animals that are returned to owners once the disaster is over. Assists in all other animal rescues including delivery of food sources to stranded animals and identification of those animals deemed necessary by LDAF. 5% Other duties which may be assigned.
