We are searching for an experienced Disaster Management Volunteer (Policy) Specialist Consultant at our AIP DRM II Project.

Program OverviewSIAP SIAGA - The Australia and Indonesia Partnership in Disaster Risk Management is a five-year program implemented from 2019 to 2024 (SIAP SIAGA phase 01) and it extended for way forward for 2 years 2025-2026 (SIAP SIAGA phase 2), financed by the Government of Australia - Department of Foreign Affairs and Trade (DFAT) and managed by Palladium. The goal of the SIAP SIAGA program is to strengthen Indonesia’s management of disaster risk, and support engagement between Australia and Indonesia on humanitarian affairs and disaster risk management in the region. The outcomes of this investment have both a domestic focus on improving the disaster management system to build national preparedness and deliver disaster management services at the subnational level, and a regional focus to support improvements in disaster management and humanitarian preparedness and response in the Indo-Pacific. To achieve its outcomes and goal, the SIAP SIAGA seeks to produce the following intermediate outcomes: 1. Improved coherence of the disaster management system, including workflows and decision-making processes. 2. Intergovernmental clarity on ways of working and protocols are improved to support effective disaster management at all levels of governments and in communities. 3. Improve quality of information and analysis for targeted communications within government and with the public at large. Under Program 5: Strengthening Community Resilience, one of activity results (5.2.1.2) aims to develop policy, guidance and information system of disaster-volunteer management. (Read: Penguatan NSPK Relawan Penanggulangan Bencana- BNPB). 
Purpose of the PositionDisaster Management Volunteer Specialist will design and conduct research, collecting and analyzing data, ensuring data quality, preparing policy report, and communicating the report with relevant stakeholders. The consultant will provide technical support and substantial input for the work or activities related to the development of NSPK Relawan Penanggulangan Bencana BNPB. 
Responsibilities1. Conduct research for Policy Recommendations of Disaster Management Volunteer. This including developing research framework, literature review, data collection, focus group discussion, data analysis, and writing policy report.2. Disseminate the research finding (policy recommendation) to the related stakeholders. This should outreach 7 development regions (Sumatera, Jawa-Bali, Kalimantan, NTT, Sulawesi, Maluku-Papua) and cross ministerial (K/L).3. Provide written inputs for the development of Legal Draft (i.e Raperban Pengelolaan Relawan PB) as required by BNPB. This should co-work with Legal Draft Consultant. 4. Technical and substantial support for BNPB Directorate Preparedness for Policy Agenda Development preparation (Prakarsa Kebijakan BNPB).
Outputs/Deliverables1. Research Report (Final)2. Policy Recommendation document (Naskah Urgensi)
Input and location It is anticipated that the total input will take up to 40 days from 1 March to 31 July 2025. Work will undertake both remotely (online) and offline as suggested/required. Travel to duty project location will be taken under specific assignments within contract duration. 
Key Relationships• Report to the Disaster-Climate Resilience Advisor • Consult closely with CBDRM Policy Development Advisor particularly for the content wise and strategy of policy development advocacy (formalization)• Co-working with other related STAs that supporting Destana workstream (Program 5)• Consult and coordinate closely with Directorate of Preparedness and Legal, Organization, Cooperation Bureau of BNPB, and non-state actors that related with Disaster Management Volunteer entities.• Building positive relationships and engagement with volunteer networking both nasional and sub-national
Qualifications and Experiences• Master’s degree of Laws, Public Policy, Environment, disaster risk management, or other relevant educational background.• Extensive experience in producing both national and sub-national policy documents, preferably for Government Agencies, non-profit organizations, and/or DFAT-funded programs.• Strong networking and engagement with Volunteerism entities in both national and sub-national level, specifically in Disaster Management Sector in Indonesia.• Excellent in developing research frameworks, data collection, data analysis, strong analytical, and reporting. • Excellent written & spoken communication skills both in Bahasa Indonesia and English.• Strong Facilitating skills for FGD for Policy Development Process (Deliberative Approach)• Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promoting a culture of gender equality and social inclusion.• Exposure or knowledge to the community-based disaster risk management issues is a strong advantage• Policy Advocacy skills is preferable (research finding communication for public policy development) Employment type: Short-Term Adviser (STA)
