The primary purpose of this position is to execute the current operations planning and reporting functions to include planning, scheduling, flight following and support to current, immediate or pending flight operations. Responsibilities Schedules and coordinates and plans tanker/airlift missions for the 305th and 514th Air Mobility Wings. Develops a flying schedule for the wing. Commits airlift/tanker resources for the wing. Directs the review, edit, input, verification and production of computer generated airlift/tanker schedules and mission changes. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; a thorough knowledge of the functions, processes, and principles of management as they apply to airlift operations, air refueling operations, aircraft scheduling and documentation, aircrew training, and the efficient use of personnel and resources in order to effectively and efficiently allocate McGuire AFB C-17 and KC-10 assets to Tanker Airlift Control Center and local training taskings; knowledge of airlift/tanker operations, knowledge of aircraft capabilities and limitations to include: range, fuel requirements, configuration, crew duty, crew rest, and ground times; knowledge of all station and country restrictions to allow safe and efficient flow of airlift/tanker resources; knowledge of Global Decision Support System (GDSS) and Command and Control Information Processing System (C2IPS) computer systems; knowledge of mission scheduling; knowledge of Air Mobility Command's organizational structure; knowledge of Worldwide Diplomatic Clearance requirements for aircraft overflight and landings, guaranteeing the safe passage of airlift/tanker missions through myriad of foreign nations; knowledge of Personal Computers. OR EDUCATION: Completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems related to current operations planning and reporting functions in support of current, immediate, or pending flight operations. Knowledge of fact finding and coordinating techniques to obtain information and coordinate airlift/tanker mission requirements, functions, and procedures. Knowledge of airlift/tanker operations, regulations, principles, and the peculiarities of aircraft scheduling. Knowledge of problem-solving techniques and be able to recognize the dimensions of the problems involved in order to establish facts and take necessary steps to develop alternate mission details. Knowledge of mission and scheduling terminology to coordinate with other operations activities is required. Knowledge of flying operations organizational structures and airlift/tanker programs. Skill in using aircraft scheduling computer systems such as GDSS or C2IPS. Skill in using a personal computer in order to manipulate data or generate spreadsheets, presentations, or reports. Skill in written and oral communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
