Responsibilities PRIMARY PURPOSE: To serve as an Air Refueling Director for worldwide refueling planning and execution, with the ultimate responsibility of ensuring efficient use of air refueling assets. Develops, plans, organizes, and implements air refueling requirements for worldwide air refueling missions, contingency operations, CONR ONE requirements, POTUS, SECDEF, Coronet, and approved exercises. This position is responsible for ensuring sufficient air refueling assets are available to accomplish the mission and coordinates the details between tasked and supported units. Duties: Directs and oversees high priority, time sensitive air refueling missions optimizing tanker assets to ensure the safe and efficient operations of air refueling missions flown worldwide. Serves as an Air Refueling SME for the 618 AOC/CC (TACC) for all command and DOD directed Coronet, ONE, POTUS, SDM, 18 AF Approved Exercises/ Service Missions, and other urgent air refueling missions. Serves as an organizational representative in the 618 AOC (T ACC) Execution Cell ensuring all mission planning functions are completed facilitating the sound execution of all AMC and DOD directed air refueling missions. Perform AR Execution Cell duties (to include shift work) as directed by senior leadership. Utilizes various tracking spreadsheets and command automated computer systems developed to streamline the air refueling planning process. Maintains a comprehensive working knowledge of all applicable regulation, directives and procedures necessary to effectively and safely plan and execute air refueling missions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of a wide range of air refueling policies, contingency mobility operational plans (OPLANS), principles and practices; thorough knowledge of Air Force air refueling policies and procedures to provide services to satisfy user requirements for long duration flights involving multiple air refueling and to make independent decisions concerning the planning, scheduling and execution of all assigned air refueling missions, and to interpret policies, procedures and guidelines of the command; broad knowledge of air operations, practices, plans, concepts, worldwide missions and policies of the command's functional activities to develop, integrate and coordinate transportation plans and programs to include contingency mobility war planning and a complete status of the world's international political-military relations/environment with regard to the command's mission and to provide advice and to develop effective optimum air refueling missions; thorough knowledge of the missions, organizations, functions and work processes of the command along with the knowledge of analytical and investigative techniques concerning air refueling plans and programs throughout the command, air bases or equivalent; knowledge of joint command operational relationships and responsibilities to include deployment planning and the ability to access numerous complex factors such as commander's intent, air refueling procedures, movement timing, and safety of flight issues such as crew duty day, crew rest, abort airfield considerations, planning options, airfield survey data and information from enroute supplements: i.e., runway length, load bearing capacity, types of fuel available, etc., which are necessary for determining the suitability of intended destination, and alternatives for air refueling mission support; in depth knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts; in depth knowledge of aircraft systems and aircraft performance capabilities and limitations to include range, fuel capabilities, requirements, configuration, loading, takeoff data and weight restrictions, aircraft altitude/airspeed aircraft systems malfunctions, worldwide route planning to include the use of the organized Track System, airways, areas to avoids, and critical leg flight planning; in depth knowledge of a variety of transportation and Flight Information Publications (FLIP) documents in transoceanic flight preparation and execution; knowledge of the Foreign Clearance Guide and worldwide diplomatic clearance requirements for transiting aircraft to ensure over flight clearances are granted; and knowledge of various computer systems applicable to air refueling planning and to participate in system enhancements and the testing and upgrades of systems such as: Consolidated Air Mobility Planning System (CAMPS), Global Decision Support System (GDSS), and Air Refueling Management System (ARMS). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of Air Force and command air refueling policies, goals, and objectives, the sequence and timing of key operational events and milestones, and the methods of evaluating alternatives during planning actions related to operational or exercise events (CPX, FTX, and TTX), contingency mobility war plans, principles and practices. Knowledge of tactical fighter/bomber and airlift planning policies that pertain to air refueling, deployment planning, concepts, goals, procedures, guidelines, and requirements for long duration flights. Knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, diplomatic clearance requirements, aeronautical charts, airways, area avoids, flight safety issues and critical flight planning. Knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, enroute supplements, i.e., runway length, load bearing capacity, types of fuel available, aircrew limitations, etc. Knowledge of aircraft capabilities and limitations to include range, fuel requirements, configuration, loading and takeoff weight restrictions. Knowledge of various transportation computer-based software programs. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationship. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
