The primary purpose of this position, AIR OPERATIONS SPECIALIST, NH-2150-2, is to provide direct support to air crew as an integral part of the air traffic control system for planning and conducting a safe flight. Responsibilities Plan, organize, direct, and control airfield activities in support of flying missions, ensuring that airfield management services provided comply with legal and regulatory requirements and meet customer needs. Inspect airfield daily for flying safety hazards to include material that may cause Foreign Object Damage (FOD), violations of airfield clearance criteria to include lighting, markings and pavement. Provide all necessary information required by pilots to safely complete their intended flight and assist them in making preflight decisions and calculations where required. Oversee maintenance and operation of the airfield to ensure compliance with all applicable Air Force, DoD, and Federal Aviation Administration (FAA) instructions and all safety regulations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-2150, Transportation Operation Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 3 years of general experience, 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent in other pay systems. Specialized experience is experience that provided a general knowledge and understanding of traffic or transportation programs or operations.; assisting with aircraft flight characteristics and configuration which allows for appropriate response to an in-flight or ground emergency and the ability to act decisively so appropriate response actions can be initiated; basic experience performing, directing and balancing a range of preflight, in-flight and airfield duties; working experience assisting with being responsible for airfield operations to include assisting aircrews, furnishing preflight, enroute and post flight information, ensuring safe ground and air movement of aircraft, and providing related services and advisories. OR EDUCATION: Successful completion of a 4 year course of study leading to a bachelor's degree or other fields related to the position with a major field of study in in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post high school and experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, USAF, FAA, and ICAO rules, laws, regulations, instructions, and directives as they pertain to airfield planning, aircraft operations and for the safe conduct of flights within the national airspace system and overseas. 2. Knowledge of DoD, FAA, and ICAO flight planning requirements which together with flight computations, permits technical review and AISR computer acceptance of proposed flight plans or flight plan changes. 3. Knowledge of weather and its effect on flying operations including forecast weather that could threaten safe aircraft operations, life or property. 4. Knowledge or air traffic control local procedures, routes, capabilities/limitations of navigational aids, terrain topography, airspace restrictions, and items used in the air traffic control system to preclude pilot misunderstanding or airspace violations. 5. Knowledge of airfield conditions and safety factors which provide a basis for imposing restrictions to aircraft operations and issuance of NOTAMs. Operates under the guidance of the AMOM who provides guidance in terms of broad objectives and priorities. The AMOM or other operational supervisor assigns work providing overall priorities and the employee independently plans and carries out the assignments, selecting the approaches and methods to be used in solving problems encountered. Performs AFMAN 13-204v2 Airfield Management Operations Coordinator (AMOC)/Airfield Management Shift Lead (AMSL)/Airfield Management Training Manager (AMTM) or other 1C7X1 civilian equivalent duties as assigned/directed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
