Freese and Nichols is currently searching for a Pre-Construction / Design Element Manager to manage coordination and integration between the Dallas-Fort Worth International Airport (DFW) Planning Department and Facilities Program with initiated projects. As the Design Element Manager, you will manage the Facilities Program project portfolio of projects in the Planning phase to handover to the specific Facilities Program Project Manager, including the initial phases of project set-up and design throughout the project lifecycle through Construction Solicitation. You will serve as an extension of the client’s staff with the objective of procuring a quality project, on time and within budget, while reducing the conflicts inherent in complex delivery systems.
Coordinates with the DFW Planning department on new project designs.
Advises the Planning Department and Facilities Program Project Managers on the scope of the projects within the established budget and schedule.
Advises Planning Department PMs, attends Planning project review meetings and ensures project strategy aligns with project sponsor’s goals.
Ensures project sponsor direct link to the project team and facilitates design kick off meetings and reviews to ensure project sponsor and stakeholders fully understand scope, cost and schedule for the project.
Ensures appropriate BIM level of effort per project scope, DFW requirements and budget.
Works directly with the DFW staff and Program Director
Develop process procedures for implementation relative to design planning and project management.Manage DFW Design IDIQ contract management.Reviews and approves design scopes of work.Provides Quality Assurance for designs. Coordinates for Subject Matter Expert engagement as needed.Conducts performance reviews with Design firms, tracks contract capacity and forecasts level of work.Coordinates and supervises BlueBeam reviews and Page Turn events.Primary Program point of contact with DFW Estimating team; reviews estimates for alignment with scope and schedule.Process owner for Facilities PM ‘soft cost’ estimating.Primary Program point of contact with DFW Code to align on Code reviews/issues; tracks code review submissions and ensures timely processing with Design firms.Prepare basic items in written or graphic form for use by the client, assist in presentations to citizen and client groups, and discuss design and construction issues with appropriate third parties. Responsible for Quality Control of designsQualificationsBachelor's degree in engineering, architecture, building construction, or construction management. Professional Engineer or Registered ArchitectProject Management Professional preferred10+ years' experience in direct management of design/construction programs with direct experience in terminal project management experience. Demonstrated proficiency in design project management and construction contract administration. Understanding of basic Public Sector Procurement procedures, ability to apply those procedures, and ability to address advanced or complex procurement issues. General understanding of municipal budgeting procedures, with the ability to develop and manage budgets for the client.
