Summary Statement
Maintains a safe operating area for aircraft and oversees daily operations related to the airport environment. Supervises a team of Airport Operations Specialists, ensuring the City of Boise Airport maintains Federal Aviation Administration (FAA) certification and compliance. This position works under limited supervision.
Essential Functions
Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group. Performs the tasks of subordinate employees, as needed.
Acts as the primary Incident Commander for winter operations. Manages a variety of specialty programs to ensure the airport complies with regulations. Performs airfield and airport property inspections to ensure the airport maintains FAR 139 certification compliance. Reports airport and airfield conditions. Inspects runways, taxiways, unpaved areas and airfield markings/signs/lighting. Responds to all emergency and medical incidents at the City of Boise Airport. Interacts with victims, emergency responders and witnesses. Completes appropriate reports.
Monitors and enforces Transportation Security Administration (TSA) 49 CFR Part 1542, Airport Security regulations and Federal Aviation Regulation (FAR) Part 139. Ensures compliance with TSA 1542 through the airport terminal and perimeter security inspections and takes appropriate enforcement actions. Monitors movement and airport access through security access tracking software and responds to all alarms. Monitors and controls multi-faceted enhanced Closed Caption Television (CCTV) and access control systems using computer software.
Monitors local and regional weather patterns. Reports field conditions during winter operations. Monitors airport movement and non-movement areas for Foreign Object Debris (FOD). Issues proper Notices to Airmen (NOTAMS). Conducts wildlife mitigation efforts on and around the Boise Airport, using various methods.
Oversees the operations department providing customer service and lost and found services to all airport patrons. Provides assistance and guidance for airlines and airport vendors.
Operates and monitors a multi-channel, county-wide two-way radio system to communicate airport functions and emergencies on and around the airport. Operates and/or monitors flight information displays, weather displays, runway surface sensor displays, fire detection systems and emergency notifications. Operates computer terminals using applicable software.
Assists the airport credentialing office in personnel working and operating within the Boise Airport. Provides security and airport drivers/familiarization training to employees, tenants and others as outlined in TSA 1542 and FAR 139.Communicates with airfield maintenance to arrange for the proper equipment needed. Writes and helps maintain standard operating procedures for the airport operations department.

Requirements
Required Knowledge, Experience, And Training
+ Bachelor’s degree in airport management, business, public administration or a related field and
+ 3 years of experience in airport operations or administration, including demonstrated experience conducting FAR 139 airfield inspections and supervising employees, or
+ an equivalent combination of education and/or experience.
Knowledge of:
+ airport and airline operations and security, theory, systems and design;
+ federal, state and local laws, operations and regulations regarding airport management;
+ policies and procedures related to the operations of a certified commercial airport;
+ basic aviation and airport control procedures sufficient to provide safe coordination of various areas of the airport and aircraft;
+ firearm use, pyrotechnics and animal traps; and
+ computer usage including related software.
Ability to:
+ prepare clear, accurate, concise and comprehensive oral and written reports;
+ prioritize work and relay information during emergencies;
+ make quick decisions and adopt and/or modify established practices and procedures to irregular operations;
+ accomplish multiple tasks accurately with frequent interruptions;
+ interpret regulations, policies and procedures;
+ communicate effectively in the English language at a level necessary for efficient job performance; and
+ perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
+ Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
4 years of experience conducting FAA FAR 139 and TSA 1542 Compliance Inspections or experience as a pilot, crew member, flight dispatcher or military experience and two years in a supervisory role.
Advanced American Association of Airport Executives (AAAE) training/credentials such as ACE (Airport Certified Employee) certificates or CM (Certified Member) and FEMA NIMS 100, 200, 300, 400, 700 and 800 Certification.
Licensing And Other Requirements
Valid state-issued driver's license.
Ability to utilize firearms and pyrotechnics.

Physical Efforts
While performing the duties of this job the employee is frequently lifting/carrying up to 20 pounds and occasionally lifting/carrying up to 100 pounds. Also, the employee is frequently pushing/pulling up to 50 pounds and occasionally pushing/pulling up to 100 pounds. The noise level is always moderate, frequently loud and occasionally very loud. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, runn, reach, grasp, climb and balance. Position requires hand/finger dexterity.
Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to chemicals. Employees will work in and around running aircraft and heavy equipment and outdoors during all weather conditions.
This position works: varying shifts in a 24/7 operation, including holidays and weekends.
