AMMUNITION AND EXPLOSIVE HANDLER
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AMMUNITION AND EXPLOSIVE HANDLER, Position Description Number D2278000 and is part of the PA United States Property and Fiscal Office, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As an AMMUNITION AND EXPLOSIVE HANDER, WG-6501-07, you will perform ammunition inspections pertaining to the receipt, classification, storage, issue and shipment of ammunition items. Conduct inspection of ammunition being turned-in to determine suitability for further training needs. Prepare items for shipment to other depots and/or installations. Verification Inspection. Perform a variety of routine and special inspections of conventional ammunition. Demilitarization Inspections. Monitors ammunition and explosive related operations at firing sites and demilitarization areas for adherence to regulations and procedures concerning explosives, compatibility, quantity distance, explosive and personnel limits, transportation and utilization of protective equipment. Inspects ammunition and components using appropriate Ammunition Surveillance Procedures. Transportation Related Inspections. Inspects empty military vans and trucks to ensure that carriers meet standards for transporting ammunition, explosives, and other hazardous materials. Performs inspections of incoming and outgoing vehicles for blocking and bracing, compatibility and compliance with applicable storage and out-loading drawings security requirements, as well as compliance with applicable DOT regulations. Propellant Inspections. Inspects propellant charge containers and bulk propellants in storage. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at USPFO Supply and Services Division AOC 2: NG employees in the USPFO (This includes Internal Revenue, Contracting, Resource Management, and DPI) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E1-E7 Supervisor for this position is SFC Schult *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance CONDITIONS OF EMPLOYMENT & NOTES: 1. Incumbent must be cleared IAW requirements of AR 190-11 (Physical Security of Arms, Ammunition, and Explosives), and must pass a local and national law enforcement files check. 2. Incumbent must meet the requirements of FORSCOM Reg 700-4 (Training and Certification Program for personnel working in ammunition operations) as well as the training requirements of FORSCOM Reg 350-10 to become ammunition certified. 3. Incumbent must graduate from the 80-hour HAZMAT Certification course. 4. Incumbent must possess and maintain a current state driver's license. 5. This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision. GENERAL EXPERIENCE: Experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards. SPECIALIZED EXPERIENCE: Experience or training handling and the ability to learn how to destroy explosives and toxic materials; follow safety procedures in the handling of ammunition, explosives and toxic materials. Experience which demonstrates the ability to use radial monitoring instruments, photographs, chemical analyses and x-ray equipment. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
