CONTINGENCY:This position is contingent upon contract award which is expected in the first quarter of 2025 *GENERAL RESPONSIBILITIES:* * *Program Support:*Facilitates management in the setup, planning, and execution of programs, ensuring compliance with project goals and deliverables. * *Budget and Schedule Analysis:*Evaluates budgets and schedules to ensure alignment with project requirements and constraints. * *Financial Reporting and Forecasting:*Develops detailed financial reports and estimates, providing data-driven insights for decision-making. * *Risk Management:*Identifies and reviews program risks, tracks action items, and maintains comprehensive databases to monitor progress and resolutions. * *Operational Analysis:*Analyzes historical and current operational records, trends, costs, estimated and realized revenues, administrative commitments, and obligations to project future financial performance. * *Revenue and Expense Tracking:*Documents expected revenues and expenditures, preparing accurate and timely submissions to management. * *Resource Optimization:*Advises management on resource allocation and provides insights into the assumptions underlying budget forecasts. * *Budget Interpretation:*Translates complex budgets into actionable insights for management, promoting effective communication and understanding. *EVMS-Specific Responsibilities:* * Implements and maintains EVMS processes to measure program performance, cost control, and schedule adherence. * Tracks earned value metrics such as Cost Performance Index (CPI) and Schedule Performance Index (SPI) to identify trends and variances. * Collaborates with program teams to integrate EVMS with project management tools and practices. * Ensures compliance with EVMS standards, including ANSI/EIA-748, and supports audits or reviews related to EVMS practices. * Prepares and delivers EVMS reports and performance metrics to stakeholders, including variance analyses and corrective action plans. * Supports continuous improvement of EVMS processes, tools, and methodologies. *FAR and CAS Compliance:* * Ensures adherence to FAR requirements by analyzing contracts and implementing regulatory-compliant practices. * Develops and maintains cost controls to comply with CAS, ensuring accurate cost allocation and supporting government audits. *EDUCATION:*Bachelor's degree in accounting, finance or related field; or a combination of post high school and equal experience may be substituted for education. *EXPERIENCE:*4 - 6 years progressive responsibility in accounting, and 5 years Federal contracts experience with medium-to-large contractors. Additional experience of 2-5 years of EVM, 2-5 years of CAS, and 2-5 years of experience working within the guidelines of the Federal Acquisition Regulation (FAR). *TECHNICAL PROFICIENCY:*Proficient with Deltek Costpoint and Deltek COBRA is a must, Microsoft Office products, including Excel, Outlook, Word and PowerPoint. *COMPETENCIES:*Ability to engage, as part of a project team, in project activities at various stages of completion that may vary in nature and scope. Ability to prioritize, organize and perform multiple work assignments simultaneously while meeting assigned deadlines. Ability to gather, interpret, report, and use data and other information concerning assigned activities. Ability to identify complex problems and review related information to develop and evaluate options and communicate accurate recommendations. Exceptional written and verbal skills with an ability to engage across functional teams, in domestic and international settings. Familiar with concepts, principles, and practices of project scope, schedule, and budget. *JOB SCOPE:*Position impacts multiple business units/segments. *WORKING CONDITIONS:*Normal office environment with little exposure to excessive noise, dust, temperature and the like.
