UNIT: Budget Administration and Timekeeping
JOB TITLE: One (1) Assistant Analyst / Analyst

SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
Personnel Management & Administration (PMA) is OMB’s central services department. It is responsible for designing, developing and implementing programs to meet the needs of OMB personnel and for providing timely and efficient services to OMB employees.
JOB DESCRIPTION:
The duties of this position include the following activities:
- Monitor and track employee timesheets, working hours, over time and leave requests.
- Participate in agency lumpsum payout calculation.
- Assist with Managerial Flex time calculation and Non-Managerial Overtime program.
- Create, submit and approve final timesheets and leave requests for employees who are out on leave or separating from City services.
- Monitor leave balances in CityTime (CT),
- Review daily PMS reports for accuracy.
- Review pending pay details on the 161 report and advise payroll on the approval status.
- Review Citywide Human Resources Management System (CHRMS) Reports daily.
- Make the necessary data corrections in CityTime.
- Prepare manual leave adjustments in CT.
- Approve leave request requiring documentation in CityTime for active employees.
- File all timekeeping records including but not limited to all medical documentation, jury duty, civil service exam, etc.
- Review timesheets not approved by their assigned divisions and notify managers.
- Monitor Timekeeping inbox and assist employees with timekeeping inquiries.
- Create and assign employee’s schedules.
- Act as a Accounts Payable Liaison – Preparation, filing, verification and input of payment vouchers in Financial Management System and PassPort.
- Respond to employee inquiries regarding timekeeping and accounts payable issues professionally.
- Ensure all records align with agency and citywide policies and regulations.
- Assist with special projects as assigned.
QUALIFICATIONS:
- Attention to detail and accuracy.
- Strong organizational and time management abilities
- Effective communication and interpersonal skills
- Ability to handle sensitive information with confidentiality.
- Proficiency in Microsoft Excel.
- Must be self-motivated to get things done independently, as well as enjoy working with others on a team.
REQUIREMENTS:
Assistant Analyst ($58,581+): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment with no or one year of full-time experience in budgetary planning/management, financial analysis, public policy analysis/administration or a related field.
Analyst ($74,893): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of two years of budgetary planning/management, financial analysis, public policy analysis/administration or a related field; or an awarded Master's degree in Financial Management, Business, Public Administration or a field related to the specific assignment.
Qualifications
1. A baccalaureate degree from an accredited college.
