Summary:
The Human Resources Analyst position is responsible for ensuring Company’s compliance with the drug and alcohol regulations of the Department of Transportation (DOT) to include Pipeline Hazardous Materials Safety Administration (PHMSA) requirements, Federal Motor Carrier Safety Administration (FMCSA) requirements, and with the Company’s Substance Abuse Policy. Additionally, they are responsible for ensuring compliance with the Company’s Contingent Worker Program to include contract administration and classifications of contractors. The position also provides support for new employee onboarding processes, to include but not limited to Form I-9 compliance, background and drug test results, and relocation program administration as needed.
Essential Duties and Responsibilities:
Evaluate, monitor, and maintain designated DOT and Non-DOT random testing pools in coordination with Operations, Safety and DOT Compliance departments. Administer, coordinate and communicate drug and alcohol testing process per our policy to include pre-employment, random and reasonable suspicion testing Perform Designated Employer Representative (DER) responsibilities to include but not limited to:o Conducting random audits
o Making decisions during the testing process and receiving test results
o Ensuring the confidentiality of drug and alcohol testing information
Annual and bi-annual reporting of drug testing Audit DOT history authorizations and history check form for completion in compliance with DOT requirements Prepare for and represent the Company in Federal, State, and Railroad Commission, and customer Drug and Alcohol audits Respond to DOT verification requests. Administer the internal contingent worker policy and procedures to ensure proper classification of contingent worker, and contract compliance in the onboarding, extension, and offboarding of contingent workers Maintain Company’s approved vendor list and other program specific information on the Contingent Worker Program Sharepoint page. DER Certification and 3 to 5 years of DER related experience Strong knowledge of DOT PHMSA and DOT FMCSA regulations Attention to detail and a high level of accuracy Sense of urgency Ability to work with minimal supervision Ability to multi-task and handle changing priorities and deadlines Excellent organizational and communication skills Must be able to build strong internal and external relationships Contract administration experience preferred· Bachelor’s degree preferredSoftware:
