Description of Job
Auto Industry Division:
The Motor Vehicle Board is the state licensing authority over dealers, wholesale dealers and salespersons. The Executive Director for the Department of Revenue is the state licensing authority over manufacturers.
What we do:
+ Processing license applications and collecting fees.
+ Conducting background investigations of applicants.
+ Criminal and administrative investigations of a license that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.
+ Conducting criminal investigations into unlicensed and criminal activities. Each year the Division receives 1,200-1,500 consumer complaints directly related to law violations or regulations.
+ Conducting compliance investigations.
+ Providing educational services to licensees and the public.
A typical day of an Analyst III:
Positions is responsible for analyzing the Division’s business processes and determine best practices for software usage within the Division. Determines training needs and content for MyLO and Gentax and is the subject matter expert on MyLO and Gentax. The Analyst collaborates and provides information to vendors accounting and financial services, Appointing Authority, OIT, other state Division and stakeholders with training, modified or new business practices including rationale, intent and motive. Ultimately this position will provide technical expertise, guidance and support to the Division to help it meet its mission.
Primary Duties:
Business Process Management
+ The Business Analyst provides on-going analysis, technical expertise design, development and decision making relative to processes and projects critical to the operation of the Division’s use of, MyLO, OnBase, and Gentax including researching, analyzing, developing, new or modifying existing business processes to track the tangible output of the Division’s use of MyLO, OnBase and Gentax.
+ Keeps up on system enhancements and new technologies and provides strategic planning to management on ways to better utilize systems.
+ Trains Division employees relative to the business processes and applications used.
Software Administration
+ Develops and maintains expertise in MyLO, Gentax, Livescan and OnBase.
+ Works with the DOR Project Management Office, OIT and vendors to ensure all areas of database development and implementation are covered to acceptable standards to meet the mission of the Division.
+ The position works to develop and implement new features and new enhancements to systems used by the Division.
+ This position Works with DOR budget team, management, and vendors in order to determine if licensing counts and revenue collected.
Research and data analysis
+ Perform research and data analysis in response to internal and external customer requests.
+ This position will serve as the Division's data governance manager and will collaborate within and among Divisions. The Auto Industry Division collects and accumulates large quantities of licensing, enforcement and compliance data in multiple systems.

MINIMUM QUALIFICATIONS:
Experience Only:
Six (6) years of professional experience in business information operations which must include one year of testing and/or validating business information systems (this experience must be detailed in your application).
OR
Education and Experience:
A combination of related education and/or relevant experience in Accounting, Auditing, Business, Collections, Management, Computer Management andAND two years of professional experience in business information operations which must include one year of testing and/or validating business information systems to the work assigned equal to six (6) years

Special Qualifications:
+ Must pass the required background and tax check.

The ideal candidate will possess the following skills:
+ Knowledge and state experience enforcing, interpreting and applying state Auto Industry statutes and Regulations.
+ Demonstrated experience with internal process analysis, quality assurance software/hardware testing, development,
and troubleshooting.
+ Writing concise and clear program and data summaries.
+ Advanced computer skills using MS Office Suite, Google suite, Chrome and Web Access programs.
+ Strong written and verbal communication skills.
+ Experience using Gentax.
+ Experience using MLO.
+ Proven ability to work with stakeholders.
+ Experience working as a team
+ Experience researching and analyzing data.
+ Proven ability to work independently and accept supervision.
+ Proven success organizing and tracking workload.
Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
