General Summary:

Under the supervision of the Manager of Business Performance Analysis, this role performs activities that support the measurement of the overall performance and health of the agency. This position maintains key metrics and discovers business insights to support agency’s needs and decision-making through visualization of complex data into simple stories. Design automated data solutions to improve data quality and timeliness of data availability.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Works with executives and other business leaders to identify opportunities for improvement. Creates reports for internal teams, senior leadership, and DART Board.Collects, interprets, and analyzes data using statistical techniques to create graphs, infographics, and other methods to visualize data. Identifies trends or patterns in complex data setsEstablishes and monitors KPIs to measure the effectiveness of business decision. Develops and maintains standardized analysis, performance metrics, and measurement. Creates presentations and reports based on recommendations and findingsDevelops and implements databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and qualityFilter and “clean” data by reviewing computer reports, printouts, and performance indicators to identify root cause of business problems and recommended solutions.Works with management to prioritize business and information needs. Locates and defines new process improvement opportunitiesDiscovers business insights to support informed strategy, recommends improvement opportunities, and solves business problems through detailed data analysis working with highly complex datasets from multiple data sources.Designs and leads the operationalizing and automating of data solutions to improve accuracy and velocity of information flow for decision-makers to have at their fingertip.Designs and gathers requirements on data solutions that capture, extract, transform and utilize data to support business decisions.Performs complex data analysis with large datasets including the use of advanced statistics and data science techniques.Serves as a data steward of data from various data sources to ensure data integrity. Keeps track of data definitions and business rules.Promotes a data-driven culture and alignment between business and technology.Facilitates meetings and presents complex information in a professional setting.Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Bachelor’s degree from an accredited college or university in Information Systems, Business Administration, Operational Research, Data Science or related field.Four (4) years of professional experience including operations research, quantitative analysis, statistics, and data analysis. Experience in public transportation preferred.Proficient in personal computer (PC) software applications such as Windows, Microsoft Office applications of Word and Excel, presentation, and database, or other related software applications.Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.Working knowledge of tools and concepts from collecting, transforming, analyzing, and interpreting data to drive actionable insights. (SQL, ETL process, Data Warehouse, Power BI/Tableau, etc.) Knowledge in advanced data science techniques (machine learning in Python/R) preferred.

Ability to be able to write clearly and succinctly in a variety of communication settings and styles.  Can get messages across that have the desired effect.

Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment).   Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time.  Sought out by others for advice and solutions.

WORKING CONDITIONS:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
