SUMMARY
The Analyst Programmer is responsible for designing, coding, testing, implementing, maintaining, and supporting application software and application systems as assigned by the Enterprise Applications Supervisor or Applications Lead. Responsibilities may also include component and data architecture design, performance monitoring, product evaluation and buy versus build recommendations, in addition to making recommendations on using existing code vs. developing new code.

EDUCATION
• Bachelor’s degree in management information systems or computer science. (Preferred)
• Without a degree, 5 years full time technical experience or 5 years full time programming and SQA testing experience.
EXPERIENCE
• 5 Years full time programming and SQA experience using Oracle PL/SQL, Oracle Forms, and Oracle reports.
• Or 5 Years full time programming and SQA experience using Oracle Application Express.
LICENSE/CERTIFICATIONS
• There is no Certification or Licensure listed.
ESSENTIAL RESPONSIBILITIES
Designs, codes, tests, implements, maintains, and supports application software and application systems as assigned by the Enterprise Applications Supervisor or Applications Leadership. Develops procedures and guidelines for section.
• Participates in the application development life cycle process through reviews of the product at each phase and develop the appropriate documentation.
• Develops application software, test plans and test cases for applications or projects, ensuring that specification requirements have been achieved and that integration integrity has been maintained, meeting Software Quality Assurance requirements.
• Interfaces with the application sponsor (customer) and/or technical and management personnel outside the department. Facilitates meetings with customers.
• Writes or uses applicable programming methodology for applications development.
• Identifies and resolves complex problems.
• Interfaces with and cross trains other Programmer Analysts to ensure an understanding of the Application development standards.
Analyst Programmer Staff
EDUCATION

ESSENTIAL RESPONSIBILITIES
Manages all aspects of software development. Develops procedures and guidelines for section.
Strategy & Planning:
• Collaborate with developers, programmers, and designers in conceptualizing and development of new software programs and applications.
• Analyze and assess existing business systems and procedures.
• Assist in the definition, development, and documentation of software’s business requirements, objectives, deliverables, and specifications on a project-by-project basis in collaboration with internal users and departments.
• Assist in defining software development project plans, including scoping, scheduling, and implementation.
• Research, identify, analyze, and fulfill requirements of all internal and external program users.
Operational Management:
• Liaise with network administrators, systems analysts, and software engineers to assist in resolving problems with software products or company software systems.
• Consistently write, translate, and code software programs and applications according to specifications.
• Write programming scripts to enhance functionality and/or performance of company applications as necessary.
• Design, run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
• Administer critical analysis of test results and deliver solutions to problem areas.
• Generate statistics and write reports for management and/or team members on the status of the programming process.
• Develop and maintain user manuals and guidelines.
• Train end users to operate new or modified programs.
• Install software products for end users as required.
SPECIAL SKILLS, KNOWLEDGE AND QUALIFICATIONS
• Ability to understand CASE Methodology.
• Possesses knowledge of Software Development Life Cycle, programming and design techniques and modeling tools.
• Develops and documents Program/System Specifications.
• Provides time and resource estimates on software design and development.
OTHER RESPONSIBILITIES
• Accept ERO position as needed.
• Accept outage position as needed.
• Ability to obtain and maintain unescorted access if needed.
WORKING CONDITIONS
• Overtime and alternate work schedules as needed.
• Subject to callouts twenty-four hours per day seven days per week.
• Travel may be required.
• May be required to carry a phone.
WORK LOCATION
• Due to the nature of the work, this position provides the ability for a hybrid work schedule between Site and an alternate work location. Alternate work locations require adequate technology and that a solid ergonomic setup is present. Note: Work schedules are contingent on business need.
