Pay Range: $271,320- 345,840 annually

Job Description

We have an opening for an Analytical Services and Instrumentation (AS&I) Manager to lead the AS&I organization in the Technical Services Department (TSD) of the Environment, Safety and Health (ES&H) Directorate. You will provide technical leadership, oversight, and direction to AS&I staff and ensure LLNL has a comprehensive and effective set of capabilities to provide mission enabling support to research, development and operations. AS&I delivers ES&H testing that supports employee and workplace monitoring in industrial hygiene, radiation protection, and environmental protection.  Capabilities include chemical and radiological dose monitoring and analysis; environmental radiochemical analysis; maintenance, repair, and calibration of industrial hygiene and radiation protection survey and monitoring instruments; and personal protective equipment. AS&I works closely with LLNL’s Radiation Protection, Worker Safety and Health, Safety Engineering, and Environmental Functional Areas.

Depending on your assignment, this position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week.

You Will

Manage the AS&I organization which comprises several analytical laboratories and instrument shops and approximately 30 employees. Ensure exceptional service to LLNL research and operational programs while meeting requirements of Department of Energy Laboratory Accreditation Program (DOELAP), American Industrial Hygiene Association (AIHA) and California Environmental Laboratory Accreditation Program (CA ELAP) accreditations.Manage technical staff leaders who direct services including analytical chemistry, radiochemistry, radiation dose measurements, whole-body counting, calibration and repair of radiation measurement and industrial hygiene monitoring devices.Manage programs to ensure laboratories maintain DOELAP accreditation in accordance with 10 CFR 835 requirements, maintain AIHA accreditation in accordance with 10 CFR 850 requirements and maintain CA ELAP accreditation for environmental testing.Interact with all levels of LLNL and NNSA staff and management; represent LLNL to external organizations including DOE/HQ and the public. Responsible for ensuring that critical analytical processes that support worker safety and environmental protection are conducted accurately, procedures are up to date, processes are in place to ensure data quality, and that Laboratory and DOE clients are fully satisfied with AS&I services.Responsible for ensuring laboratories and instrument services are adequately funded, that equipment and instrumentation calibration, maintenance and replacement needs are clearly communicated to management with prioritized lists of needs that exceed the AS&I budget allocation.Responsible for supporting the Laboratory’s Integrated Safety Management System, the Occupational Health and Safety Management System, Environmental Management System, and Quality Management System in a manner that conforms to DOE and ISO requirements.Lead AS&I in identifying and implementing process improvements that enable mission support.Serve as a member of the TSD Senior Management Team and provide strategic input to guide the future direction of TSD.Perform other duties as assigned. Qualifications Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.  Bachelor’s degree or higher in Analytical Chemistry, Radiochemistry, Health Physics, or a related field, or the equivalent combination of education and related experience.Experience using independent judgment to strategically manage an organization; establishing organizational objectives; interpreting policies; and delegating, directing and monitoring the work of others.Experience managing and directing through technical leaders to achieve objectives and meet Laboratory, Department of Energy (DOE), customer/sponsor, or other similar requirements.Advanced knowledge spanning two or more specialized technical fields in ES&H (e.g. analytical chemistry, radiochemistry, spectroscopy, industrial hygiene or health physics).Expert communication, collaboration, facilitation and problem-solving skills necessary to direct and build cooperative multi-disciplinary teams, present and explain technical or operational information, and provide advice to senior management, regulators, and stakeholders.Proven ability to anticipate complex problems in work assignment areas, review associated risks, identify appropriate solutions, determine functional area needs, and direct workflow.Significant experience with project planning, budgeting and workforce planning, and identifying strategic goals.Excellent interpersonal skills and the ability to interact, collaborate, and negotiate matters of significance with multi-disciplinary teams internal and external to the Lab in a consistently positive manner, exercise discretion and tact, and gain consensus in an environment where others may have conflicting ideas and goals.

Qualifications We Desire

Master’s degree in Analytical Chemistry, Health Physics, Occupational Health and Safety, or a related field.Experience leading programs in a DOE National Laboratory or similar research laboratory environment.Experience with standards and requirements of accreditation bodies such as DOELAP, AIHA and CA ELAP. Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.
