ANTITERRORISM AND JOINT FORCE PROTECTION SPECIALIST

Summary The primary purpose of this position is to serve as the Joint Task Force-National Capital Region's (JTF-NCR) Joint Force Protection Specialist and anti-terrorism, physical and operations, security policy and issues, managing assigned programs, consulting, and implementing antiterrorism and force protection policy, projects, and the results of research studies. Responsibilities Serves as the technical authority for establishing, implementing, and assessing JTF-NCR's Antiterrorism and Joint Force Protection program. Serves the JTF-NCR Critical Infrastructure program manager. Executes and enforces compliance, coordinates, and maintains currency of the operational and functional aspects of the program with USNORTHCOM, the Joint Staff, DOD Agencies, and Service Components. Serves as the commands SME on Unmanned Vehicles (UV) (ground based and waterborne) and Counter-small Unmanned Aircraft Systems (C-sUAS), and future technologies. Serves as a lead member of the JTF-NCR, Joint C-sUAS Working Group. Requirements Conditions of Employment Qualifications Continued Conditions of Employment In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge in Joint military antiterrorism, law enforcement and force protection, and exercise judgment in analyzing and developing solutions to antiterrorism and force protection problems. Expert knowledge of Critical Infrastructure program design, practices, and methodology. Ability to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve Defense Critical Infrastructure Protection issues or problems. Knowledge of JTF-NCR and USNORTHCOM operations and crisis response policies and procedures ensuring JTF-NCR antiterrorism/force protection practices are consistent with Joint policies and guidelines. Knowledge of unconventional warfare and terrorist operations. Ability to apply the principles, concepts and methodologies of traditional security programs intended to protect personnel, information, and other critical assets, e.g., physical, information, personnel, and industrial security, law enforcement intelligence and its distinct relationship to Antiterrorism and Force Protection. Knowledge of homeland domain awareness program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to UV, UAS, and C-sUAS. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems. Knowledge of Joint military operations and crisis response policies and procedures to ensure antiterrorism/force protection practices are consistent with Joint policies and guidelines, and the ability to conduct Joint Antiterrorism/Force Protection program reviews. Knowledge of a broad range of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership. Ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities on the installation. Skill in written and oral communications sufficient to prepare and present findings and recommendations, develop and present briefing/training, and prepare technical reports. Knowledge of a broad spectrum of emerging threat technologies like Foreign Terrorism Organization, Domestic Terrorism Organizations, tactics, techniques, and procedures, current and future countermeasures, DoD and Military policies and guidance, and ability to translate guidance to the Command, Senior Commander installations and subordinate Commands into executable programs. Knowledge of Critical Infrastructure program design, practices and methodology, and the ability to conduct program reviews. Knowledge of UV, UAS, and C-sUAS operations and capabilities; and commands, control and guidance systems. Skill in monitoring and tracking airspace for multiple C-UAS and UV and reporting UAS events in accordance with local Standard Operating Procedure (SOP). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
