The District's structure, operating procedures, and authority are established under Division 26 of the California Health and Safety Code providing a full range of air pollution control activities, including permitting, facility inspection, air quality attainment planning, rulemaking, air quality monitoring, and incentive programs. The District shares responsibility with the California Air Resources Board for ensuring that all state and federal air quality standards are achieved and maintained within Ventura County. THE POSITION The APCD Air Quality Technician (AQ Tech) under immediate (I) to general (II) supervision, performs work related to rules, regulations, compliance, instruments, principles, practices, and programs in the Ventura County Air Pollution Control District. The AQ Tech may be assigned to the Engineering Division or the Compliance Division in the Air Pollution Control District. Duties include entering data into computer databases, preparing permit renewal invoices, providing information to the public, taking information from the public on air pollution complaints, taking information from the regulated community concerning breakdowns of equipment, routine billing and/or filing, and related duties. The ideal candidate will have some knowledge of the principles, practices, and techniques of air pollution control and federal and state air pollution laws, and local rules and regulations relative to air pollution control. EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an associate's, bachelor's, or graduate degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill. APPROXIMATE SALARIES APCD Air Quality Technician I: $24.68 - $34.47 Hourly APCD Air Quality Technician II: $26.45 - $36.93 Hourly NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department. APCD Air Quality Technician I/II are represented by Service Employees International Union (SEIU) and is eligible for overtime compensation. Examples Of Duties Duties may include, but are not limited to, the following: + Prepares permits for signature when renewal is complete and prepares other APCD program forms for approval; + Prepares permit renewal bills and/or compliance invoicing and maintains records of which facilities have paid their bills; + Enters data into various computer files maintained by the District; + Researches, compiles and analyzes air quality data; + Provides general information to the public in response to questions about projects, programs, complaints, applicable rules, policies and procedures; + Conducts research for special projects in order to assist the professional staff in meeting project objectives; + Assists in the preparation of technical reports and invoicing reports; + Reviews and updates permitted emission calculations for facilities operating under District permits; + Performs data entry for various air quality analyses; + Prepares written reports and makes recommendations; + Conducts field investigations of projects to have first hand knowledge of the project; + Performs routine review of environmental documents; + Assists with annual updates of the emissions inventory; + Performs other related duties as required. APCD Air Quality Technician I Some experience or education in air pollution control or a related field that has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities also can be obtained by completion of a bachelor’s degree in any field. APCD Air Quality Technician II Some experience, or a combination of education and experience, in air pollution control or a related field that has led to the acquisition of the required knowledge, skills and abilities. The APCD Air Quality Technician II level requires at least one year of experience at the APCD Air Quality Technician I level or equivalent air pollution experience. NECESSARY SPECIAL REQUIREMENT + Must possess and maintain a valid California driver license. + Effective written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire. Physical Demands While most of the positions work primarily indoors in an office environment, depending on position and/or assignment, incumbents may be required to work outdoors and occasionally be exposed to inclement or hazardous conditions requiring moderate to heavy physical activities including occasional lifting of up to 25 pounds unassisted.
