Job Description
The Iowa Department of Health and Human Services (HHS), Division of Compliance, Bureau of Appeals and Administrative Rules is seeking a Appeal Reviewer and Processor to join our team!
HHS is looking for a temporary employee to review and process incoming appeals to ensure cases are processed in a timely manner based on the Department's administrative rules and program requirements.
Any person or group of persons has the right to appeal a HHS decision and to ask for an appeal hearing. No one may interfere with the person’s right to file an appeal. However, this does not guarantee that an appeal hearing will be granted. The Appeals Bureau is responsible for processing all appeals that are received and determining if the appeal is eligible for an appeal hearing. Once it is determined all of the requirements are met for a hearing, complete appeal files are certified to the Department of Inspections, Appeals and Licensing (DIAL) who is responsible for scheduling and holding the hearings.
Responsibilities:
Reviews and processes appeals for a variety of programs administered by HHS. Determines the program and subprogram being appealed, county of residence of the appellant, worker name, worker number and the date the appeal was filed. Obtains case number and state identification number from system databases. Obtains copies of notices of decision (NOD) or notices of action (NOA) from electronic case files; or determines if the notice is not available. Determines parties, legal representatives and addresses for each appeal. Works to obtain an authorized representative's signature, when needed. Determines if special needs, including translation/interpretation services are needed. Determines what documents need to be generated for all parties to the appeal and the appeal file.
Logs new appeals into the Appeals Information System (AIS). Enters specialized information on appellant, appeal and parties to each appeal, based on varying program requirements. Screens addresses through the US Postal System to determine accuracy prior to mailing. Enters special needs information, such as translation into another language, large print, or Braille documents, notations into system. Coordinates with local offices to ensure interpretation services are arranged for the hearing. Notifies staff of process for handling parties who are unauthorized representatives.
Forwards documents from an electronic document repository into the appropriate record in AIS. Generates documents for each appeal file including acknowledgment letters and memos to workers that instruct staff how to handle specific cases. Coordinates with staff in the work unit to issue all correspondence in appellant's native language. Notifies internal and external parties by mail and/or email when new correspondence is generated.
Reviews each appeal for timeliness based on specific administrative rules governing when appeals are filed for each program area. Reviews each appeal to determine if an adverse action exists that can be appealed. Determines issues to be heard based on Department's rules and policies. Develops new issues as needed. Tracks and records on AIS all files that need notices. Certifies appeals to the Department of Inspections, Appeals and Licensing (DIAL) for hearing.
Denies appeals that are untimely or do not meet the requirements for hearing. Issues correspondence for appeals when a hearing is denied. Ensures all parties are notified. Makes appropriate entries to close files on AIS. Reviews good cause requests on untimely filed appeals requests, granting or denying the hearing based on administrative rules. For cases certified for hearing, ensures issue codes, parties, NODs and time frames are reviewed and coded correctly. Represents the Department at hearings for actions in which the appellant is appealing the denial of an appeal due to late filing. Researches and prepares appeal summaries regarding the late filing of the appeal.
Provides consultation on the appeals process. Answers questions from staff related to appeal policies and procedures during all phases of the appeals process. Provides information to DIAL regarding appeal procedures and interfaces with the Attorney General's Office or Compliance Division Attorney and the field as necessary. Updates AIS with worker information. Answers questions on policies and procedures from appellants, attorneys, Administrative Law Judges, providers or other representatives on appeals policy and procedures during the appeals process.
Performs duties as assigned to ensure timely and efficient processing of appeals for the Department. Reviews the legal and policy basis to ensure timely and efficient processing of appeals. Identifies changes in federal and state statutes, and regulations that may affect appeal policy. Updates issue codes. Performs other duties as assigned, including covering work of other members of the unit as needed.

This is a temporary non-merit position for the Iowa Department of Health & Human Services -Compliance.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
+ Graduation from an accredited four-year college or university with a bachelor's degree in any field, and experience equal to one year of full-time administrative support (e.g., screening visitors and callers; opening/distributing mail, typing/proofing documents, letters, and reports; organizing files; scheduling meetings/appointments; arranging travel; processing travel claims; ordering supplies/equipment) or technical support work (e.g., determining budget, personnel, and equipment needs; compiling/evaluating statistical, historical, economic, business, financial or technical program data; interpreting or securing compliance with laws, rules and regulations; reviewing operating records/reports and evaluating their effectiveness).
+ A total of five years of education and/or full-time experience (as described in number one) where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
+ Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as an Administrative Assistant 1.
