This position represents the Department of Human Services (DHS) State Medical Review Team (SMRT) in defending disability determinations during federally and state-mandated Medicaid state fair hearings. The role involves conducting in-depth analyses of state and federal regulations and their financial implications for disability determinations, evaluating interactions with other state and federal programs, and developing impact statements. This individual will recommend policy strategies, advise management on healthcare program policy development, and oversee legislative activities related to internal and external proposals.
**Minimum Qualifications**

Three years professional experience conducting comprehensive research and analysis in order to develop policy options.
Experience must include:
+ Organize facts and understand pertinent legal authorities; and the ability to understand and explain complex federal and state laws, rules, regulations, policies, and programs
+ Understanding of state and federal legislative processes and procedures
+ Proven ability in conveying difficult technical information in an understandable manner
**Preferred Qualifications**
+ A law degree or a non-attorney representative certified by the Social Security Administration.
+ Knowledge of health care principles and familiarity with community standards of medical practice.
+ Thorough understanding of SMRT process and Social Security disability regulations, policies and guidelines.
+ Knowledge about the principles and methods of legal proceedings; thorough knowledge of state law and rule, federal law and regulations, and DHS and MHCP policies.
+ Extensive knowledge of the legal process of appeals, including appeals to DHS Human Services Judges, administrative law hearings at the Office of Administrative Hearings, and to the court system.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
