Job SummaryThe Health Information Exchange and DataWorks team is a group in the Health Information Technology and Services (HITS) organization at Michigan Medicine. The DataWorks team helps to support enterprise-wide data services across Michigan Medicine. Our flagship services include the Data Concierge and Data Governance. Our goal is to help enable clinicians, educators, researchers, students, and staff to navigate our data environment more easily with these data services. As part of this job, you will interact with Data Stewards, Data Managers, and Data Users across Michigan Medicine. You will work with these stakeholders to understand their concerns, triage their requests, and manage a portfolio of initiatives to meet their needs.
The HIE team supports care delivery transformation initiatives through the effective implementation of health information exchange technologies, with goals to achieve enhancements to patient experience and care delivery, improvements in population health, and reductions in overall healthcare costs.
Under general direction, has duties of instructing, directing, and checking the work of other systems analysis and programming personnel. Formulates and defines system scope and objectives for assigned projects. Devises or modifies procedures to solve complex problems.
This position will report to the Director of the Health Information Exchange & DataWorks team as part of the Enterprise Data and Information Services (EDIS) Division of Health Information Technology & Services (HITS).

Responsibilities*Analysis:
Perform data analysis and problem solving in a complex healthcare environment. This includes data selection, manipulation, integration, and analysis with data from Michigan Medicine and other health organizations.Act as a liaison for internal and external customers to deliver and integrate clinical data to support quality improvement initiatives.Requirements Gathering:
Interact with customers (such as analysts, physicians, care managers, staff at all levels of physician organizations, etc.) to understand and define their information requirements and to create deliverables. Collaborate with the technical teams (such as software vendors) to define solutions and address requirements.Investigate and document project scope and requirements. Review, understand, and document the current processes and data sources to establish support. Develop requirement and specification documentation for data mapping and data transformation processes.Development:
Detailed understanding of the overall SDLC process, participates in all aspects of the process. Able to train junior staff members in SDLC. Able to explain general process to customers. Independently gathers requirements for complex projects. Trains staff in requirements gathering. Frequently leads design solutions to address complex technical and business needs. Reviews solutions designed by others, providing feedback and guidance. Ensures that all needed documentation is completed and current. Can estimate multi-component/multi-step subprojects, including work to be done by others on the team and on other teams, and deliver quality work according to that estimate. Often reviews others' estimates and provides guidance in improving estimates. Frequently implements solutions for complex technical and business needs. Assists others with implementation projects, providing feedback and guidance. Familiar with all aspects of testing (unit, system, functional, performance, regression), can write detailed test plans, and coordinate others in the testing process. Demonstrates ability to coordinate a deployment of complex projects. Develops a detailed backout plan using input from other staff. Coordinates with various levels of staff and management in other HITS and department teams. Demonstrates ability to resolve cross-application situations in enterprise environments. Teaches others in methods for resolving difficult situations. Primary contact/liaison with vendors and other teams. Demonstrates follow-through verifying problems have been resolved.Collaborate with team members to develop measure specifications and report designs. Assist with defining best methods to collect, store, retrieve, and analyze data while translating business requirements into technical specification documents.Work with programmers to develop data model(s) which support analytic requirements. Participate in data investigation and analysis with the goal of designing mapping logic between source systems.Communication:
Consistently produces authoritative communications spanning multiple topics and complexities to potentially large, diverse audiences across organizational divisions and levels. Material is clearly devised and grammatically correct, using appropriate media to best effect. Presentations are timely, delivered to appropriate groups and are sensitive to the viewpoints of those involved. Communications are concise and always include problem statements, next steps, owners and deliverables. Participate in strategic planning for projects. Design and review technical solutions for new development and ongoing work. Track and manage commitments, both from the HIE and DataWorks team to business partners and from business partners to the team.Required Qualifications*Bachelor's degree in Public Health, Information Sciences, Data Science, Health Sciences, Business Administration, or related field, or equivalent degree in another field together with related experience.7-10 years of professional experience.Desired Qualifications*Master's degree in Public Health, Information Sciences, Data Science, Health Sciences, Business Administration, or related field.Experience in requirements gathering and data analysis. Solid and effective written, interpersonal, oral communication, and presentation skills.Willingness and strong aptitude to learn new technologies and assume increasing responsibilities.Ability to work in a dynamic development environment and adjust to changing priorities, processes, and project plans.Experience with understanding and documenting workflows and clinical processes. Experience developing healthcare data-driven solutions for population health reporting and analysis.Experience with Data Governance tooling like Microsoft PurviewExperience in the healthcare industry with either provider, payor, HIE-related organizations. Experience resolving complex integration issues involving multiple technologies and business areas. Familiarity with analytic tools, business intelligence tools, and statistical packages.Familiarity with HIPAA and other healthcare information regulations and requirements.Familiarity with clinical coding standards.Familiarity with ticketing help-desk software such as ServiceNow. Understanding of various data model types (relational, dimensional, etc.) Knowledge of population management, evidence-based care reporting, healthcare cost and utilization reporting.Strong organizational skills with attention to detail.Excellent analytic and problem-solving ability.Ability to work effectively on a team.Work LocationsThis position is being made available with the ability for you to negotiate alternative work schedules and remote/on-site options to suit your work-life balance.
