What Success Looks Like In This Job
Perform a variety of complex appraisal duties, including collection and analysis of field and market data, in order to determine land values.
Examples of Duties for Success
+ Perform appraisals and determine value of vacant land within Adams County. Calculate square footage or acreage of land splits.
+ Perform Present Worth discounting for vacant land. Analyze and calculate Present Worth discounting rates and apply them to vacant land modeling for valuation.
+ Examine maps, legal descriptions, and building permits to determine and verify property locations and addresses.
+ Compare field data with existing real estate records. Update records to reflect additions, completions, and site changes.
+ Compile and verify sales data on vacant land. Enter information on computer and generates reports as necessary. Maintain sales-ratio maps and reports.
+ Prorate taxes on land and improvements sold to the County and other tax-exempt entities.
+ Process and review objections to assessment valuations from property owners. Prepare cases defending value of property. May represent the Assessor's Office as an expert witness before various boards and in District Court if necessary.
+ Identify and appraise sand and gravel pits; process declaration forms and calculate value of gravel produced.
+ Respond to inquiries from the public, which require an explanation or interpretation of the policies and procedures of the Assessor's Office.
+ Process various appraisal forms and documentation.
+ Assist in training entry-level appraisal staff and coordinating appropriate educational requirements
+ Perform other related duties and responsibilities as required.
Qualifications for Success
+ Understand and apply property appraisal procedures, methods, and techniques, and the ability to classify real estate.
+ Understand and apply Present Worth discounting procedures, methods, and techniques, to vacant land modeling.
+ Learn and maintain knowledge of statutes and regulations relating to real property, appraisals, and assessments. Maintain basic understanding of tax codes and guidelines.
+ Understand various approaches to property valuation, including mass appraisal.
+ Understand county land values, neighborhood uses, and zoning regulations.
+ Establish and maintain interpersonal communication skills. communicate clearly and concisely, both orally and in writing.
+ Operate standard office equipment such as computers, copy and fax machines, and telephone system.
+ Physically inspect property sites
+ Read and interpret maps, blueprints, and legal descriptions.
+ Interpret technical instructions into mathematical or diagram form.
+ Apply logical or scientific principles to define problems, collect data, and draw conclusions.
+ Establish effective working relationships with County staff and officials and the general public; establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

More Qualifications for Success
Experience: Two (2) to three (3) years of experience as a real estate appraiser.
Education and Training:
+ High School Diploma or GED Equivalent.
+ Additional college level coursework or training in real estate assessment and/or construction is preferred.
+ GIS experience is a plus
License or Certificate:
+ Ad Valorem License or higher Appraiser License is required.
+ Certified Residential Appraiser preferred.
+ Possession of, or the ability to obtain within two (2) weeks of employment, a valid Colorado Driver's License.
Background Check:Must pass a criminal background check.
Essential duties require the following physical abilities and work environment:
+ Work is performed primarily in an office environment.
+ Requires travel throughout the County to perform appraisals.
+ May be exposed to extreme temperatures when working outdoors.
