Program Summary

KBR maintains and manages Army prepositioned stocks at the Army Field Support Battalion - Charleston (AFSBn-CHS) land site and aboard ship to include all logistics and maintenance operations. The KBR APS-3 Program is managed and executed at Goose Creek in support of the Army’s power projection doctrine and resources.  The contract provides maintenance of APS-3 stocks (Class II, IIIP, IV, VII, IX) to ensure that unit sets stored aboard marine vessels are configured and maintained at optimal readiness. KBR provides limited maintenance and supply support aboard ship to ensure that equipment sets are maintained in a ready condition for emergency download and issue to operating units at the direction of the US Army. KBR also provides maintenance services and logistical support for other Army programs IAW individual scope of work contract requirements.

Job Summary

The Personnel Security Administrator manages a variety of personnel security & physical security matters.  This position maintains a wide variety of records (stored both manually and electronically); verifying statistical reports for accuracy and completeness; compiling essential metrics and handling and adjusting complaints. Administers the Common Access Card (CAC) Program, maintains records, completes, and submits required reports and CDRLs, is the Army Field Support Battalion-Charleston (AFSBN-CHS) CAC POC on CAC issues, changes, needed supplies, RAPIDS machine changes/updates, etc.

Roles and Responsibilities

Preside over daily personnel security-related activities and maintenance to include new hire in-processing, tracking SF85/SF86 forms for clearances, maintain security clearances, national agency checks, and local background checks for Secret clearances required for KBR employees using e-Qip/PSIP or National Background Investigation Services (NBIS).

Complete all SAAR (2875), HMIRS, and AESIP requests.

POC for all G2 system inquiries. Create and Monitor G2 user accounts for background investigations.

Submit updates/modifies Declaration for Federal Employment/OF306 Forms.

Administers the Base Access Program, coordinates with employee candidates, employees, AFSBN-CHS Security Officer, Joint Base Security Staff, small business partners, and visitors.

Accompanies government Security\Officer through Personnel Security Program compliance audits, records, and publishes findings, disseminates findings to appropriate staff; prepares and disseminates Security Program Deficiency responses to staff.

Investigate Security Program Deficiency Reports at the direction of the Supervisor.

Investigate and report instances of a security breach. 

Work directly with AFSBN-CHS Security Officer and staff members on day-to-day Personnel Security Program issues, coordinate to provide information and resolves security issues; refer/coordinate with Security Supervisor on changes to current process/customer requests.

Track expirations and Issues Common Access Cards to all employees on contract.

Manage employee personnel security files, records, and clearance statuses.

Manage and service multiple security databases for daily security operation.

Assist Physical Security Specialist with key control program and security seals program.

Assist Physical Security Specialist to manage work schedule for Gate Guard employees who staff Gate 9 and Wharf Alpha (internal entrances on Joint Base Charleston). 

Assist Physical Security Specialist with POV access and parking passes. 

Other duties as assigned.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

Must be a U.S. Citizen with a valid U.S. Passport

Must be able to obtain and maintain a Common Access Card (CAC)

Must obtain and maintain local base access.

Must be capable of getting a minimum of a SECRET security clearance.

Possess a valid State Motor Vehicle Operator License. 

Physical Requirements:

Must be able to stand - between 2 to 3 hours per day.

Must be able to walk - between 4 to 5 hours per day.

Must be able to Lift - up to 35 lbs. – 50 lbs. periodically.

Must be able to squat, knell, bend, reach and climb periodically.

Must be able to work outside and inside in non-climate-controlled environments.

Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)

Four years work experience with military or corporate security systems and procedures.  Military background is preferred. 

Knowledge and experience with Arms, Ammunition, and Explosives (AA&E) security requirements. 

Experienced conducting interviews. 

Good workmanship, attitude, cooperation, orderliness, and coordination with other activities. 

Professional behavior and appearance.  Strong oral and written communication skills.  Strong organizational skills.  Timely and reliable. 

Good computer skills including Microsoft Excel and Word.

Miscellaneous

Work schedule:  Monday - Thursday, 6:30am - 5:00pm (OT/weekends as required by mission).

Primary work environment is an indoor office.

Our workforce is paid hourly based on a guaranteed 40-hour work week; the daily schedule is from 6:00 am - 4:30 pm Monday-Thursday (work hours are determined by the hiring manager).

For hourly employees, the premium overtime is paid at time and a half.

The APS-3 daily schedule is a 4-day workweek with the potential for overtime during high-demand missions.

The APS-3 workforce receives 11 Federal Holidays per year in addition to earned paid time off.
