General Summary
The Aquatics Maintenance Specialist IV position functions as part of a team responsible for managing the maintenance and/or construction duties for the City's aquatic facilities including indoor pools, outdoor pools, and spray parks, including but not limited to overseeing all aspects of facility maintenance related to pool maintenance and assurance of water quality standards. This position is essential to maintaining an extremely effective team that follows defined work schedules AND requires highly specialized skills and certifications. May supervise staff consisting of other Maintenance Specialists, seasonal staff, and volunteers. Reports to a Management Specialist I or II or Deputy Director.
The preferred hiring amount is between $26.50 - $32.00 Hourly ( $55,120.00 - $66,560.00 Annually). As of March 28, 2024, this position is in the Labor and Trades bargaining unit in accordance with the City’s Collective Bargaining Ordinance (Ordinance No. 22-128) (https://www.charlottesville.gov/DocumentCenter/View/9482/Collective-Bargaining-Ordinance-PDF) . Starting pay for this position is based on applicable education, experience, and internal equity. Future wage adjustments are subject to terms and conditions of the collective bargaining agreement between the City and the exclusive bargaining representative. The parties are in the process of negotiating the collective bargaining agreement, which will take effect on July 1, 2025.
Starting offer is based on applicable education, experience, and internal equity. Essential Responsibilities and Duties
Operations and Safety
+ Accountable for equipment maintenance related to area of specialization;
+ Accountable for the requisition, storage, application, disposal of hazardous materials including pesticides, fertilizers and other turf care products;
+ Accountable for the safe and proper operation of basic and advanced equipment engaged in routine maintenance and construction projects
+ Compiles and retains operational and safety records that comply with federal, state and City regulatory and safety standards;
+ Conducts inspections of projects and work in progress and upon completion.
+ Directs and is engaged in the work of assigned crews, and interprets construction plans;
+ Ensures that subordinates are aware of and follow all safety regulations and procedures;
+ Ensures that subordinates are aware of and meet maintenance standards
+ Inspects park facilities and grounds for safety hazards and operational deficiencies, recommends improvements and initiates corrective measures;
+ May review and oversee the work of contractors or vendors;
+ Resolves issues in the field as they occur;
Human Resource Management
+ Actively participates in performance evaluation system;
+ Assists in conducting assessment interviews to determine appropriate placement based on interests, skills and abilities of seasonal staff and volunteers;
+ Efficiently and effectively allocates human resources in response to unforeseen circumstances;
+ Efficiently and effectively allocates human resources in the implementation of adopted maintenance plan;
+ Identifies staff that would benefit from off-site training;
+ Leads or participates in the hiring process for subordinate staff, following established guidelines;
+ Plans, schedules, conducts and documents specialized on-site staff training;
+ Schedules and dispatches crews and oversees the daily activities of a medium to large staff;
Financial Management
+ Accountable for all purchases made by subordinate staff;
+ Accountable for inventory of equipment and operating supplies;
+ Adheres to revenue and expense limits, goals and guidelines for specialized areas of supervision;
+ Allocates equipment and operating supplies effectively and efficiently;
+ Assists in the development of budget justifications for capital equipment, staffing and annual operating supplies;
+ Forecasts needed equipment and supplies, and makes purchase requisition in order to maintain inventory;
Relationship Management
+ Advises residents of City responsibility; analyzes and responds to citizen requests and complaints; initiates corrective actions; Represents the department in a positive way;
+ Efficiently and effectively utilizes available volunteer resources to supplement the efforts of existing staff;
+ Interfaces with volunteers and program staff to determine extent of program need for volunteers;
+ Maintains a positive working relationship with subordinates, and manages conflict effectively;
+ Maintains a positive working relationship with supervisor;
+ Monitors overall volunteer program effectiveness and promotes effective working relationships with program staff to maximize successful volunteer experiences;
+ Responds, prioritizes, and initiates action to inter-departmental complaints and work requests; Represents the department in a positive way;
+ Works interactively with other supervisory staff to ensure proper and efficient use of resources;
Reporting and Analysis
+ Accountable for time and attendance reports and accident reports for subordinate staff;
+ Completes and submits various financial, administrative and statistical reports;
+ Evaluates data from daily operations and identifies deficiencies, recommends revisions, and implements recommendations using innovative strategies;
+ Maintains records of maintenance/repair requests, inspections, and evaluations;
Strategic Management
+ Assists in development of maintenance standards and plans;
+ Assists in the development of project plans;
+ Assists in the development of short, medium, and long term goals and objectives;
+ Identifies areas for improvement;
+ Performs other duties as assigned.
Education, Experience and Skills
Minimum Qualifications:
+ Any combination of education, experience and training equivalent to a high school diploma or GED.
+ At least three (3) years of experience in a field related.
+ At least two (2) years of experience in a lead/supervisory position.

+ Required to obtain CPR and First Aid Certification within department established timeframe.

Physical Conditions & Additional Information
Physical requirements for this position as outlined by the Department of Labor: HEAVY WORK: Ability to lift up to 100 lbs. occasionally and/or up to 50 lbs. frequently and/or up to 20 lbs. constantly to move objects. Physical demand requirements are in excess of those for Medium Work.
This position may be required to work weekends, nights, holidays, standy-by/on-call, emergency on-call, and/or weather-related emergency on-call.
This is a safety sensitive position subject to drug and alcohol testing for pre-employment, reasonable suspicion, post-accident and random testing.
The majority of time spent in this position involves outside work which may involve exposure to extreme temperatures, extreme brightness, chemicals/hazardous waste, blood-borne pathogens, electrical hazards, extreme darkness, fumes/airborne particles and fuels.
This position also requires the regular use of or subject to vibration, ladder/step stool, traffic/roadways, driving light equipment, driving heavy equipment, driving a City vehicle, moving mechanical parts and/or confined space(s). The noise level in the work environment is usually loud.

3. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.

+ A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
+ A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
