NOTE: The City of Pittsburgh, as a matter of policy, conducts pre-employment and promotional background investigations on all candidates being considered for positions. You will be sent an eligibility letter regarding your eligible/ineligible status. + WORK EXPERIENCE : The application must clearly show three (3) years of full-time, professional experience in developing, implementing, and administering aquatic or similar programs, including one (1) year of supervisory/management experience. (Less than full-time experience will be calculated on a pro-rated basis.) + EDUCATION/TRAINING : The application must clearly show a Bachelor's Degree from a fully accredited institution in Business Administration, Education, or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.) + EQUIVALENCY : Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). POSITION DUTIES + Supervises and directs the work of assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required. + Investigates and responds appropriately to complaints, problems and concerns; provides information to the public and other City departments, etc. + Plans, coordinates, administers and evaluates a wide variety of aquatics programs and events (e.g., Infant and Preschool Aquatic Programs, Children and Adult Learn to Swim Programs, Water Aerobics, Swim Team, Swim Meet, Water Carnivals, etc.) + Plans and directs training of all Aquatic Managers – In-service training, Emergency Action Plans, cash register, water testing, water treatment, paperwork, pool operations, etc. + Assists in the implementation and update of Aquatic Rules, Regulations, and Policies + Instructs Aquatic Staff in Lifeguarding/CPR/AED/First Aid for the Professional Rescuer. + Trains and certifies Aquatic Staff as Registered Pesticide Technicians for PA Department of Agriculture. + Makes on-site inspections to ensure adherence to City, Departmental, State and Allegheny County Health Department rules, regulations, policies and procedures regarding pool operation and maintenance. + Ensures all swimming facilities' licenses, permits, and certifications are up to date including: ACHD, PA State, Electrical, PA Pesticide Business License, Pesticide Technician, Lifeguard, CPO, and Registered Public Bathing Place Manager. + Performs Swimming Pool Site Assessments, and follows up on all necessary repairs to be in compliance with Human Resources, Office of Risk Management. + Coordinates the distribution and inventory of all facility keys, and acts as the point of contact for all facility access. + Operates Aquatic Supply/Equipment Warehouse, inventories supplies/equipment, keeps accurate records, and purchases all supplies/equipment needed for the Aquatic Operation. + Uses JDE system and Bank of America Purchasing Card to procure funds and process invoices for all department purchases. + Works with Procurement Office on vendor contracts for Aquatic Operation. + Serves as a liaison between the private sector, other City departments, county, state and federal agencies, community groups the general public regarding events and programs. + Services all Aquatic lifesaving, training, safety, and operational equipment - AED, CPR, First Aid Kits, Mannequins, Phone Lines, Security Systems, water testing reagents, etc. + Deposits cash, checks, and money orders into City of Pittsburgh bank account. + Processes and documents sales revenue and program payments for all Aquatic Facilities - Service, program, and repairs all Aquatic cash registers. + Researches and gathers statistics used to evaluate programs, justify program costs, recommends program changes, develops new programs and keeps abreast of upcoming aquatic trends. + Assists with evaluation of swimming pool repairs and dispatches appropriate crews as needed. + Oversees Logistical Operation, and works alongside Aquatic Maintenance Coordinator and Aquatic Foreman to ensure facility repairs are being completed. + Works evenings, weekends and holidays, as required. + Administers cardio-pulmonary resuscitation (CPR) and first aid to victims in distress.
